Notes that the global financial crisis and the difficulties of the eurozone have highlighted the interdependence of national economies, both within and beyond the EU; emphasises, therefore, the importance of further consolidating economic and financial stability and fostering growth, also in the candidate and potential candidate countries; in these difficult circumstances, stresses the need to provide adequate and better-targeted pre-accession financial assistance to candidate and potential candidate countries; notes the Commission’s proposal for a new IPA, including increased financial support for the financial perspective 2014-2020; stresses, in this regard, the need to simplify and speed up procedures, as well as to strengthen the administrative capacity of the beneficiary countries, in order to ensure a high level of participation in EU programmes and to enhance absorption capacity; points out that a comprehensive position of the European Parliament on the IPA will be presented in the course of the ordinary legislative procedure; highlights the importance of national fiscal stability and the increased focus at EU level on economic governance; recommends that the question of sound public finances be properly addressed in the accession process;

In its Conclusions on integrating migration issues in the European Union's relations with third countries: migration and development, adopted on 19 May 2003, conclusion 11 states that: "Taking account of both the financial and institutional capacities of many developing countries and of the fact that refugees can put considerable strain on their social and political structures, the Commission is invited to consider ways to strengthen their reception capacity and to elaborate further on the use of development co-operation in the search of durable solutions for refugees, in voluntary return and reintegration as well as local integration, and to develop concrete proposals on how more aid could be directed towards assisting refugees in the region, while targeting poverty reduction in host communities.

Calls for increased funding for climate change adaptation, according to a system where the obligation to contribute depends both on past emissions and economic capacity and where funds are not diverted from existing aid budgets; in this context, urges the EU to advocate enhanced coordinated and complementary international action as regards the provision of financial resources and investment to support mitigation and adaptation actions in Africa, namely in the form of improved access to adequate, predictable and sustainable financial resources, financial and technical support for capacity-building in the assessment of the costs of adaptation to aid in determining its financial needs, and the provision of new and additional resources, including official and concessional funding; urges that any financial provision be accessible with minimal red tape involved; insists that effective monitoring of the results be put in place;

Recommends that steps be taken to maintain the enlargement of the Union as a key objective of the Union's political agenda in 2007, albeit one which must be consistent with the Union's capacity to integrate new Member States (taking account of the impact of enlargement on the Union's institutions, on its financial resources and on its capacity to pursue its political objectives), to reinforce the European Neighbourhood Policy, including by means of initiatives to strengthen economic, political, security and energy relations between the EU and the countries in the Black Sea area, to pursue efforts to contribute to stabilisation of the Western Balkans including preparations for EU accession, in line with the "Thessaloniki Agenda", to resume negotiations with Serbia on a Stabilisation and Association Agreement, to enhance EU-Mediterranean cooperation, to develop a balanced, wide-ranging partnership with Russia, encompassing international challenges, trade and energy, but above all human rights and democratisation issues, and to deepen relations with Central Asia through full cooperation with the relevant international bodies active in the region;
