J'ai l'honneur d'annoncer à la Chambre que le Sénat lui a adressé un message pour l'informer qu'il a adopté le projet de loi S-15, Loi modifiant la Loi sur les parcs nationaux du Canada et la Loi de mise en oeuvre de l’Accord Canada — Nouvelle-Écosse sur les hydrocarbures extracôtiers et apportant des modifications corrélatives à la Loi de 2001 sur la marine marchande du Canada, qu'il la prie d'approuver.
I have the honour to inform the House that a message has been received from the Senate informing this House that the Senate has passed the following bill to which the concurrence of the House is desired: Bill S-15, An Act to amend the Canada National Parks Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and to make consequential amendments to the Canada Shipping Act, 2001.

2. prend acte de la déclaration du Conseil de l'Arctique de Kiruna de mai 2013 et de sa décision relative à l'octroi du statut d'observateur à l'Union et à d'autres entités étatiques, et prie instamment la Commission de suivre l'évolution des dossiers non résolus concernant le Canada et d'en informer dûment le Parlement;
2. Takes note of the Arctic Council’s Kiruna Declaration of May 2013 and of its decision on observer status for the EU and other state entities, and urges the Commission to follow up on remaining issues with Canada and duly to inform Parliament of that process;

9. prie instamment les gouvernements des États-Unis et du Canada de retirer leurs mesures de rétorsion contre les importations de l'Union européenne en réponse à son interdiction du bœuf aux hormones et d'accepter l'accumulation de preuves scientifiques démontrant que les hormones utilisées dans la production de viande bovine – dont l'œstradiol 17 bêta – sont cancérogènes et toxiques pour la reproduction, et qu'elles présentent donc des risques inacceptables; invite la Commission à faire appel de la décision prise par l'OMC dans cette affaire, le 30 mars 2008, qui permettrait aux États-Unis et au Canada d'imposer à l'Europe le bœuf aux hormones;
9. Urges the Canadian and US Governments to remove their retaliatory measures against EU imports in response to the EU’s ban on hormone-treated beef and to accept mounting scientific evidence showing that the hormones used in beef production – such as oestradiol-17 beta – are carcinogenic and genotoxic, thus presenting unacceptable risks; urges the European Commission to appeal the ruling delivered by the WTO in this case on 30 March 2008 which allows the US and Canada to force hormone-fed beef on Europe;

12. prie instamment les gouvernements du Canada et des États-Unis de renoncer à leurs représailles contre les importations de produits en provenance de l'UE en réaction à l'interdiction par cette dernière des importations de viande bovine traitée aux hormones et d'admettre les preuves scientifiques de plus en plus nombreuses selon lesquelles les hormones utilisées dans la production de viande bovine, comme l'œstradiol 17 beta, sont cancérigènes et toxiques pour la reproduction et, par conséquent, exposent à des risques inacceptables; prie instamment la Commission européenne de faire appel contre la décision rendue le 30 mars 2008 par l'OMC dans ce dossier, qui autorise les États-Unis et le Canada à imposer l'entrée en Europe de viande bovine aux hormones;
12. Urges the Canadian Government and the US Administration to abandon their retaliatory measures on EU imports in response to the EU’s ban on hormone-treated beef and to accept mounting scientifical evidence showing that the hormones used in beef production - such as Oestradiol 17 beta - are carcinogenic and genotoxic, and thus pose unacceptable risks; urges the European Commission to appeal against the ruling handed down by the WTO in this case on 30 March 2008, which allows the US and Canada to force hormone-fed beef on Europe;

[Français] On prie le premier ministre et le Parlement du Canada de déclarer et confirmer immédiatement que le Canada est indivisible; que les frontières du Canada, de ses provinces et territoires ainsi que ses eaux territoriales ne peuvent être modifiées à moins que ce soit: a) par tous les citoyens canadiens en vertu de leur droit de vote, tel que garanti par la Charte canadienne des droits et libertés; et b) par le mode de révision tel que stipulé dans la Constitution canadienne.
[Translation] The petitioners ask the Prime Minister and the Parliament of Canada to immediately state and confirm that Canada is indivisible and that the boundaries of Canada, its provinces, territories and territorial waters may only be modified by a free vote of all Canadian citizens as guaranteed by the Canadian Charter of Rights and Freedoms, or through the amending formula stipulated in the Canadian Constitution.

In amendment, the Honourable Senator Kirby moved, seconded by the Honourable Senator Carstairs, that the motion be not now adopted but that it be amended by removing all the words after the word " supports" in paragraph one and replacing them with the following:" recommendation 1 of the Commission of Inquiry on the Blood System in Canada which calls upon provinces and territories to respond to the needs of those who suffered due to the management of the blood supply system; That the Senate recognizes the leadership role played by the Government of Canada in formulating a Federal-Provincial compensation package for those infected with Hepatitis-C through the blood supply system between 1986 and 1990; That, in view of the fact that Federal and Provincial Governments have agreed to revisit the original agreement to seek a greater consensus concerning our response to this national tragedy, the Senate urges the Government of Canada and the Government of the Provinces and Territories to take positive action to address the needs of those who suffer ill-effects from Hepatitis-C contracted through the blood system; and That a copy of this motion be forwarded to each federal, provincial and territorial Minster of Health" .
