Question No. 834 Mr. Peter Julian: With regard to the Canada Revenue Agency (CRA) investigation of the Caribbean-based investment fund known as St. Lawrence Trading Inc.: (a) does the CRA know the identities of all Canadians with investments in the fund; (b) does the CRA know the identities of the six prominent Canadian business families with holdings of as much as $900 million in that fund and, if so, what are they; (c) how many Canadians are involved in the St. Lawrence Trading Inc. fund in total; (d) what are the key reasons the CRA has been unable to obtain the information it needs to determine whether evasion of Canadian taxes has taken place; (e) what are the impediments to identification by the CRA of all those Canadians involved in the St. Lawrence Trading Inc. fund; (f) how much tax does the CRA estimate that Canadian individuals, who invested in the St. Lawrence Trading Inc. fund, have failed to pay; (g) how much tax does the CRA estimate that Canadian families with investments in the St. Lawrence Trading Inc. fund have failed to pay; (h) how much tax has been recovered from each Canadian individual and family that invested in St. Lawrence Trading Inc.; and (i) what is the estimated cost of the CRA’s investigation of the St. Lawrence Trading Inc. fund to date?

Et justement, si le secrétaire d'État le connaît, et à en juger aux réponses qu'il a données au Comité des finances, je ne suis pas persuadé qu'il connaît très bien le secteur, mais en supposant qu'il le connaisse, c'était justement une des recommandations du Groupe des 30, un groupe de réputation internationale, qui disait en 1989, justement, qu'il fallait mettre en place ce système de paiement des grandes valeurs et en arriver à le raffiner pour obtenir une réduction des risques systémiques sur le marché financier (1035) C'est tellement une bonne recommandation du Groupe des 30, que le gouverneur de la Banque du Canada, qui s'adressait à des gens des milieux financiers cet été, soit avant sa comparution le 15 août dernier au Comité des finances, reconnaissait que tout ce qu'il fallait, c'était d'en arriver à améliorer le système des paiements de grande valeur pour réduire-et si je me souviens bien de son discours, il ne parlait pas de réduire, il disait qu'il fallait éliminer les risques les plus ambitieux, plus ambitieux que la plupart des gens à travers le monde-mais éliminer les risques systémiques.
If the Secretary of State is familiar with such a system-and I am not convinced that he is all that familiar with it, judging by the responses he gave to the finance committee, but let us assume his familiarity-this was specifically one of the recommendations by the internationally renowned group of 30. This was precisely what they said in 1989, that it was necessary to implement and perfect a large value transfer system, so as to reduce the systemic risks on the financial market (1035) This recommendation by the Group of Thirty was so good that the Governor of the Bank of Canada, speaking to members of the financial community this summer before he appeared before the finance committee on August 15, acknowledged that it was enough to improve the large value transfer system in order to reduce, and in fact, if I remember correctly, he did not say reduce, he said eliminate, in referring to the most ambitious risk taking that went on, more ambitious than most people are prepared to undertake.
