pursue its efforts to establish appropriate permanent and temporary open reception facilities and more importantly ensure that all these facilities offer adequate reception conditions, also during the winter, in particular as a matter of urgency for vulnerable applicants, including unaccompanied minors; allow effective access to the asylum procedure, including by ensuring that the Greek asylum service is adequately staffed and organised and has the appropriate working methods in place to deal with the current and future case-load; ensure that the Appeals Authority is adequately staffed and has a sufficient number of Appeals committees to deal with all pending and future appeals; carry out continuous needs assessments on reception capacity as well as human resources needed to deal with asylum applications and with appeals; ensure the effective implementation of the legal framework on free legal aid; establish structures for vulnerable applicants, including unaccompanied minors, in particular by urgently putting in place a suitable guardianship procedure; ensure that the substantial EU funding being provided is fully used in order to cater for urgent needs of the migrants present in Greece, especially regarding reception conditions, notably by mobilising without further delay the resources available under the national programmes of the Asylum Migration and Integration Fund and the Internal Security Fund.

Reiterates that a legal framework developed in line with the ECHR case-law is still needed so as to enable all religious communities to function without undue constraints, in particular as regards their legal status, training of clergy, election of their hierarchy, religious education and the construction of places of worship; encourages Turkish authorities, all political parties, civil society and the communities concerned to engage in creating an environment conducive to full respect for freedom of religion in practice; reiterates its call for the immediate re-opening of the Greek Orthodox Halki Seminary and the public use of the ecclesiastical title of the Ecumenical Patriarch; welcomes the recent initiatives by the government and its ongoing talks between the government and Alevi leaders on long-standing issues, such as Alevi places of worship and the setting-up of a memorial commemorating the Sivas massacre, and calls on the Turkish government to address their concerns without delay and to make state-run courses on religion non-compulsory; regrets the planned expropriation of the Syriac Orthodox Monastery of St Gabriel in Tur Abdin and the court procedures against representatives of the monastery;

Encourages the Turkish government, following the positive step taken with the adoption of the Law on Foundations, to fulfil its commitments regarding freedom of religion by establishing, in line with the ECHR and the case-law of the European Court of Human Rights, a legal framework enabling all religious communities to function without undue constraints, in particular as regards their legal status, the training of clergy, the election of the hierarchy, religious education and the construction of places of worship; calls for protection of the religious and cultural heritage; reiterates its call for the immediate re-opening of the Greek Orthodox Halki Seminary and the public use of the ecclesiastical title of the Ecumenical Patriarch; shares the concern expressed by the Council on 24 July 2007 over the ruling of the Turkish Court of Cassation on the Ecumenical Patriarchate, and expects that this decision will not further impede the exercise by the Patriarchate and other non-Muslim religious communities of their rights guaranteed under the ECHR;
