TRADUCTIONS EN CONTEXTE

C. considérant que le budget de l'Union ne peut pas remplir sa mission si sa solidité, son équité et sa crédibilité sont remises en cause; qu'il est impératif que tous les engagements qui font partie du cadre financier pluriannuel 2014-2020 soient intégralement respectés et que les multiples problèmes qui se sont accumulés au fil des ans, en particulier le montant sans précédent des factures impayées à la fin de l'exercice 2014, soient résolus sans délai; que cette accumulation de factures non honorées provoque des retards dans la mise en œuvre des programmes et fonds européens qui pénalisent en premier lieu les citoyens européens; que le retard des paiements structurels pose également la question de l'introduction d'intérêts sur les retards de paiements dans la mesure où les collectivités territoriales doivent recourir à des préfinancements de la quote-part de l'Union européenne en ayant recours aux marchés financiers; que le dégagement n'est pas une solution à la crise des paiements; que, conformément à l'article 310 du traité FUE, le budget de l'Union doit être équilibré en recettes et en dépenses;
C. whereas the EU budget cannot accomplish its mission if its soundness, fairness and credibility are put in question; whereas it is imperative that all commitments forming part of the Multiannual Financial Framework 2014-2020 are respected in full, and that a number of problems that have accumulated over the past years, notably the unprecedented amount of unpaid invoices at the end of 2014, are resolved without delay; whereas this backlog of unpaid invoices is giving rise to delays in the implementation of EU programmes and funds, with EU citizens being the first to suffer from this situation; whereas the delays in structural payments raise the issue of whether interest should not be charged on late payments, given that regional and local authorities are obliged to turn to the financial markets for advance funding to cover late EU contributions; stresses that decommitment is not a solution to the payment crisis; recalls that according to Article 310 TFEU the revenue and expenditure shown in the EU budget shall be in balance;

La contribution de l'Union au titre du cadre financier pluriannuel 2014-2020, comprenant les contributions de l'AELE, prélevée sur les crédits budgétaires alloués au programme-cadre “Horizon 2020”, est fixée à 585 000 000 EUR.
The Union contribution under the Multiannual Financial Framework 2014-2020, including EFTA contributions, paid from the budget appropriations allocated to Horizon 2020 Framework Programme shall be EUR 585 000 000.

8. souligne que les engagements convenus dans le cadre financier pluriannuel 2014-2020 devraient être intégralement respectés; fait part de sa préoccupation face au nombre inacceptable et croissant de factures impayées; note qu'en 2014, les intérêts de retard avaient plus que septuplé par rapport à 2012; demande que des mesures soient prises immédiatement pour réduire le retard de traitement des demandes de paiement en souffrance; rappelle au Conseil et à la Commission qu'il convient de prendre en compte, en particulier, le lien inéluctable entre les engagements et les paiements au moment de prendre des décisions sur le budget de l'Union pour 2016;
8. Stresses that the commitments agreed in the Multiannual Financial Framework 2014-2020 should be met in full; expresses concern at the unacceptable and growing number of unpaid invoices; notes that interest on late payments in 2014 has risen more than sevenfold since 2012; calls for immediate action to reduce the backlog of outstanding payment claims; reminds the Council and the Commission to bear in mind the unavoidable link between commitments and payments when making decisions on the 2016 EU budget;

8. demande à la Commission et aux États membres d'exploiter pleinement les fonds destinés à aider les jeunes au chômage; rappelle l'accord politique lié au cadre financier pluriannuel 2014-2020 qui a été conclu en vue de concentrer en début de période les fonds au titre de l'initiative pour l'emploi des jeunes ainsi que les sommes correspondantes prévues au titre du Fonds social européen pour fournir l'aide nécessaire dès les premières années de la période de programmation; se réjouit de constater, au vu des chiffres proposés, que la Commission et le Conseil respectent cet accord; fait part de ses inquiétudes quant à la capacité d'absorption par certains États membres des crédits issus de l'initiative pour l'emploi des jeunes; rappelle que, conformément au règlement (UE, Euratom) n° 1311/2013 du Conseil, les marges laissées disponibles sous les plafonds du CFP pour les crédits d'engagement des années 2014 à 2017 constituent une marge globale du cadre financier pour des engagements à débloquer au-delà des plafonds établis dans le CFP pour les années 2016 à 2020 dans le but d'atteindre des objectifs liés à la croissance et à l'emploi, en particulier celui des jeunes;
8. Calls on the Commission and the Member States to make full use of the funds dedicated to support the unemployed youth population; reminds of the political agreement linked to the Multiannual Financial Framework 2014-2020 about the frontloading of the funds under the Youth Employment Initiative as well as the corresponding amounts programmed within the European Social Fund in order to provide the necessary help in the first years of the programming period; welcomes that the Commission and the Council respect this agreement in the proposed figures; expresses its concerns about the absorption capacity of some Member States with regard to the Youth Employment Initiative; recalls that according to Council Regulation (EU, Euratom) No 1311/2013, margins left available below the MFF ceilings for commitment appropriations for the years 2014-2017 shall constitute a Global MFF Margin for commitments, to be made available over and above the ceilings established in the MFF for the years 2016 to 2020 for policy objectives related to growth and employment, in particular youth employment;

Le Parlement européen, le Conseil et la Commission conviennent d'inclure dans la révision du règlement financier, afin d'aligner le règlement (UE) no 966/2012 du Parlement européen et du Conseil sur le cadre financier pluriannuel 2014-2020, les dispositions nécessaires à la mise en œuvre des modalités d'attribution de la réserve de performance et relatives à la mise en œuvre des instruments financiers visés à l'article 33 bis (initiative PME), dans le cadre du règlement portant dispositions communes relatives aux Fonds structurels et d'investissement européens en ce qui concerne la reconstitution:
