Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Reallocation of 2014 unused commitmentsThe MFF regulation provides that in the event of the adoption of programmes under shared management for the Structural and Investment Funds, the European Agricultural Fund for Rural Development, the European Maritime and Fisheries Fund, the Asylum, Migration and Integration Fund and the Internal Security Fund after 1 January 2014, the MFF should be revised to reallocate the amounts not used in 2014 to subsequent years.As a result, the MFF regulation has been revised so as to allow the transfer of 2014’s unused commitments: €16.5 billion to 2015, €4.5 billion to 2016 and €0.1 billion to 2017.

Acknowledges, however, the efforts made by the Commission in the sphere of institution-building, as required by the introduction of these new pre-accession aid schemes; notes, further, as conceded by the Commission, the problems which the candidate countries have encountered in taking up funds and considers that the Union's technical and financial assistance must focus in particular on improving these countries' administrative capacity; welcomes in this context the suggestion by the Commission in its communication on the common financial framework 2004-2006 (SEC(2002)102) to establish a transitional facility for institution-building; points out, however, that the amount allocated to the facility should be considered in the context of the overall financial framework and that the use of the facility should be carefully defined in order to avoid the possibility of overlapping and double financing;
