Definition: Voluntary, repetitive, stereotyped, nonfunctional (and often rhythmic) movements that do not form part of any recognized psychiatric or neurological condition. When such movements occur as symptoms of some other disorder, only the overall disorder should be recorded. The movements that are of a non self-injurious variety include: body-rocking, head-rocking, hair-plucking, hair-twisting, finger-flicking mannerisms, and hand-flapping. Stereotyped self-injurious behaviour includes repetitive head-banging, face-slapping, eye-poking, and biting of hands, lips or other body parts. All the stereotyped movement disorders occur most frequently in association with mental retardation (when this is the case, both should be recorded). If eye-poking occurs in a child with visual impairment, both should be coded: eye-poking under this category and the visual condition under the appropriate somatic disorder code. | Stereotype/habit disorder

31. Calls for an appropriate financial framework to be established in order to stimulate innovation, the sustainable development of the blue economy and job creation, combining, coordinating and facilitating the access to the financial instruments available – structural and investment funding (European Maritime and Fisheries Fund (EMFF), European Regional Development Fund (ERDF), European Social Fund (ESF), Cohesion Fund), the research framework programme, the possible creation of a future knowledge and innovation community (KIC) focused on the blue economy, the European Fund for Strategic Investments (EFSI) and so forth; points out that the instruments should be better geared to the needs of individual stakeholders – public institutions, local authorities, businesses, especially SMEs, non-governmental organisations, etc.

In its July 2010 conclusions on the ENP the Council acknowledged “the need to accompany market opening, economic integration and regulatory convergence as well as the process of strengthening bilateral relations, throughout the neighbourhood, with appropriate financial support, technical assistance and capacity building” and indicated that it “will return to the issue of financial support in the context of discussions on the next multi-annual financial framework”.

Stresses the need to create a suitable financial framework for disaster prevention, with adequate financial resources for preventing and combating disasters, that will strengthen and link existing instruments such as cohesion policy, rural development policy, regional policy, the Solidarity Fund, the Seventh Framework Programme and the Life+ programmes; asks that, in this context, prevention should be taken into account in the 2014-2020 Financial Perspective; calls on the European Commission to assess the possibility of proposing a more systematic pooling of available resources in order to strengthen the effectiveness of prevention mechanisms across the EU;

I would like to briefly highlight a few of the recommendations made in the report as follows: the creation of a suitable financial framework for disaster prevention which strengthens and articulates the existing financial instruments; the definition of a set of actions to be targeted for special support on the part of the Member States with a view to remedying risk situations; the reinforcement of early-warning systems in the Member States, and establishing and strengthening links between the different warning systems; the creation of a public agricultural insurance scheme; the creation of a European Drought and Desertification Monitoring Centre; and the launch of a special initiative on forests and fire prevention.
