C'est dans cet esprit que les douze pays tiers méditerranéens poursuivent une coopération régionale avec la Communauté dans le cadre du processus euro-méditerranéen (Processus de Barcelone). Dans ce cadre, ils sont invités à mettre en place avec la Communauté, d'ici 2010, une vaste zone euro-méditerranéenne de libre-échange.
In that spirit, regional co-operation is being pursued by the twelve Mediterranean countries through the Euro-Mediterranean Partnership (Barcelona Process), under which they have been invited to set up a huge Euro-Mediterranean free trade area with the EC by 2010.

For Mediterranean partners, assistance and cooperation should take place within the framework of the Euro-Mediterranean Partnership established by the Barcelona Declaration of 28 November 1995 and affirmed at the 10th anniversary Euro-Mediterranean Summit of 28 November 2005, and should take into account the agreement reached in that context on establishing a free-trade area for goods by 2010 and beginning a process of asymmetric liberalisation.

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.
