Sur la base d’un rapport écrit établi à partir de ces informations et d’un rapport de la Commission, le Conseil vérifie, au plus tard pour le 15 juin 2007, dans quelle mesure les États membres ont pris les mesures nécessaires pour se conformer à la présente décision-cadre.
In accordance with a report established on the basis of this information and a written report from the Commission, the Council shall assess, by 15 June 2007, the extent to which Member States have taken the necessary measures in order to comply with this Framework Decision.

► This reform will require in particular: 1) increased prior and early consultations (‘frontloading’); 2) the improvement of drafting, in particular by making certain provisions clearer, but also by improving consistency with provisions under other regulatory frameworks; 3) the gradual elimination of reporting obligations that are unnecessary or of limited value, notably as part of simplifying initiatives such as the ones proposed under ‘Monitoring - Reduction of reporting obligations’ (see Sheet 6); 4) improving the consistency of administrative obligations and restrictions on fishermen affected by TACs/Quotas; 5) improving the coordination of control provisions, including through use of the new information technologies (IT) such as the Vessel Monitoring System (VMS) and other initiatives envisaged as part of the simplifying initiatives proposed in the context of ‘Monitoring – Computerisation’ (see Sheet 5) | ►2006–07, by the Commission, the Member States and the industry (RAC and ACFA) |

Dans le cadre de ce programme de travail conjoint, les partenaires sociaux ont entamé leurs travaux sur un certain nombre de questions, notamment l'établissement d'un rapport annuel sur les initiatives prises par les partenaires sociaux dans les États membres pour exécuter les lignes directrices pour l'emploi, l'établissement d'un rapport annuel sur la mise en oeuvre de leur cadre d'actions pour le développement des compétences et des qualifications tout au long de la vie, les négociations portant sur l'élaboration d'un cadre d'actions en matière d'égalité entre les femmes et les hommes, les négociations devant aboutir à un accord-cadre volontaire sur le stress au travail, et les orientations concernant la gestion des conséquences sociales du changement, ainsi que l'organisation de séminaires nationaux destinés à encourager le dialogue social dans les pays adhérents.
In the framework of this joint work programme, the social partners have started work on a number of issues including annual reporting on social partners' initiatives in Member States to implement the employment guidelines, annual reporting on the implementation of their framework of actions on the lifelong development of competencies and qualifications, negotiations with a view to drafting a framework for action on gender equality, negotiations with the aim of concluding a voluntary framework agreement on stress at work, and orientations for reference in managing the social consequences of change, as well as the organisation of national seminars to promote the development of social dialogue in the acceding countries.

Les actes législatifs sur lesquels des rapports ont été publiés en 2003 concernent les questions suivantes: directive du Conseil 96/34/CE concernant l'accord-cadre sur le congé parental conclu par l'UNICE, le CEEP et la CES; la révision de la directive 96/71/CE concernant le détachement de travailleurs effectué dans le cadre d'une prestation de services; la révision de la directive 93/104/CE concernant certains aspects de l'aménagement du temps de travail; rapport sur l'application pratique de la directive-cadre 89/391/CEE et des cinq premières directives particulières.
The legislation to be singled out for 2003 on which reports were published concerns the following issues: Council Directive 96/34/EC on the framework agreement on parental leave concluded by UNICE,CEEP and ETUC; the review of the Directive 96/71/EC concerning the posting of workers in the framework of the provision of services; and the review of Directive 93/104/EC on the organisation of working time; report on the practical implementation of the Framework Directive 89/391/CEE and of the five first particular Directives.

Cette dernière a reçu au total 17 rapports d'évaluation ex post dans le cadre du règlement 950/97 (mesures relevant de l'objectif 5a en vue de l'amélioration de l'efficacité des structures de l'agriculture), 12 rapports dans le cadre du règlement 951/97 (mesures relevant de l'objectif 5a en vue de l'amélioration des conditions de transformation et de commercialisation des produits agricoles), 52 rapports concernant les mesures relevant de l'objectif 5b et 82 rapports relatifs à l'initiative communautaire Leader II. Quelques rapports étaient encore attendus en 2003.
In all, the Commission received seventeen ex-post evaluation reports for Regulation (EC) No 950/97 (Measures for improving the efficiency of agricultural structures, under Objective 5a), twelve reports for Regulation (EC) No 951/97 (Improving the processing and marketing of agricultural products, under Objective 5a), fifty-two reports for Objective 5b measures, and eighty-two reports for the Leader II Community Initiative. Some reports were still awaited in 2003.

As I see it, none of these general comments on the COM has any place in the proposal before us, because they anticipate the proposal that we are still considering, and should therefore be discussed in conjunction with this report.
