The Commission is also endeavouring to improve the effectiveness of its audit work, through computerisation of planning and follow up (SYSAUDIT), timelier delivery of audit reports and better coordination with the work of national audit bodies, including making better use of the reports supplied to it under bilateral agreements.

42. Recognises the institutions and the broad framework of international law and agreements that govern areas of importance to the Arctic such as UNCLOS (including the basic principles of freedom of navigation and innocent passage), the IMO, the OSPAR Convention , the North East Atlantic Fisheries Commission (NEAFC), CITES and the Stockholm Convention as well as the existing numerous bilateral agreements and frameworks, in addition to the national regulations in place in the Arctic States; thus concludes that the Arctic region is not to be regarded as a legal vacuum, but as an area with well developed tools for governance; nevertheless points out that, due to the challenges of climate change and increasing economic development, those existing rules need to be further developed, strengthened and implemented by all parties concerned;

What we are proposing, within the context of the WTO and the bilateral or bi-regional agreements – in other words, all the agreements we are currently negotiating – is to prioritise the assessment of the effects on climate change within the assessment made by these agreements of the environmental effects. We also suggest prioritising a considerable reduction in all tariff and non-tariff barriers – and here we are thinking about royalties in particular – that hinder trade in own goods and services which are the ones that can reduce the production of greenhouse gases.
