18. rappelle que le cadre financier pluriannuel (CFP) 2007-2013 a été conçu pour améliorer la prospérité et la qualité de vie de nos citoyens et pour exploiter tout le potentiel de l'élargissement; souligne toutefois que, depuis 2008, l'Union connaît une crise sans précédent qui n'a pas été sans influencer les différents budgets annuels; souligne, dans ce contexte, que le cadre financier 2007-2013 n'a pas été révisé en tenant compte des besoins financiers supplémentaires liés à la crise actuelle, mais qu'au contraire, depuis 2007, les budgets annuels ont toujours présenté des marges importantes en-dessous des plafonds globaux et que, de ce fait, tous les budgets annuels ont fait l'objet de restrictions et ont été marqués par l'austérité; souligne dès lors que les paiements correspondants devraient au moins être effectués conformément au cycle budgétaire normal; rappelle que les paiements ne sont dissociés des crédits d'engagement qu'en raison du délai qui précède le versement effectif des fonds dans le cas des programmes pluriannuels;
18. Recalls that the Multiannual Financial Framework (MFF) 2007-2013 was designed to improve the prosperity and quality of life of our citizens and to exploit all the potential of enlargement, yet since 2008 the EU has experienced an unprecedented crisis, which has also impacted on each of the annual budgets; underlines, against this background, the fact that the 2007-2013 financial framework was not revised to accommodate additional financing needs stemming from the current crisis but that, on the contrary, substantial global margins have been left under the overall ceilings in every annual budget since 2007 and that, to that extent, all the annual budgets have been contained and austere; stresses that the corresponding payments should therefore at least be disbursed according to the normal budget cycle; recalls that payments are dissociated from commitment appropriations only because of the time lag, in the case of multiannual programmes, before the actual disbursement of the funds;

(16a) That financial envelope is compatible with the ceiling for subheading 1a financial framework 2007-2013, but the margin remaining in Heading 1a for 2011-2013 is very small; emphasises that the annual amount will be determined during the annual budgetary procedure, in accordance with point 37 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (IIA).

Despite the fact that we voted in favour of the programme and its objectives, we are compelled to express our disappointment that the budgetary resources earmarked for the Life+ Programme, covering the period from 1 January 2007 to 31 December 2013, are woefully inadequate, as a result of the disappointing agreement on the Budgetary Framework for 2007-2013.

considère, à cet égard, que l'observation d'élections n'est qu'un premier pas vers la démocratie et qu'elle doit être complétée par d'autres mesures post-électorales de promotion de la démocratie, dotées de crédits adéquats, notamment par le renforcement des capacités des parlements nationaux, des partis politiques, de la fonction publique, des acteurs non étatiques et de la société civile, ainsi que par la promotion des Droits de l'homme et de la bonne gouvernance; demande par conséquent le maintien du plafond budgétaire accepté par la Commission d'environ 25 % de l'IEDDH pour les MOE UE au cours des sept années du cadre financier 2007-2013; demande à la Commission d'allouer une part des crédits de ce cadre budgétaire aux activités préparatoires aux élections, y compris la formation des contrôleurs locaux des élections, l'éducation des électeurs et autres actions essentielles pour l'organisation à long terme d'élections libres et équitables;
Considers, in the light of this, that election observation is merely a first step towards democracy and that it needs to be complemented by other, adequately funded activities and post-electoral measures for the promotion of democracy, in particular through capacity-building for national parliaments, political parties, the civil service, non-State actors and civil society, and through the promotion of human rights and good governance; therefore requests the maintenance of the budgetary ceiling agreed by the Commission of around 25 % of EIDHR for EU EOMs over the seven-year period of the Financial Framework 2007-2013; asks the Commission to set aside, within this budgetary framework, allocations for preparatory activities in anticipation of elections, including the training of local election monitors, voter education and other activities which are essential for the long-term establishment of free and fair elections;

42. considère comme impératif que la Commission maintienne l'Initiative européenne pour la démocratie et les Droits de l'homme comme instrument spécifique dans le cadre financier 2007-2013; rappelle que cet instrument a, dans le passé, garanti le succès des appels d'offre et des lignes budgétaires spécifiques aux droits des femmes, sans avoir à passer par l'accord des gouvernements en place; demande à la Commission de faire en sorte que, dans l'instrument de stabilité, la gestion des conflits comprenne la dimension de genre, qui permet de faire face aux problèmes rencontrés par les femmes dans le continuum des conflits;
42. Believes it is essential that the Commission retain the European Initiative for Democracy and Human Rights as a specific instrument within the 2007-2013 financial framework; recalls that the instrument has in the past ensured the success of calls for tender and budgetary headings specific to women's rights, without requiring the agreement of the governments in place; calls on the Commission to ensure that within the stability instrument, conflict management includes the gender dimension, so that women's problems in conflict situations can be tackled;

2. considère que le montant indicatif de référence financière indiqué dans la proposition législative doit être compatible avec le plafond de la rubrique 1a du cadre financier 2007-2013 et souligne que le montant annuel sera arrêté dans le cadre de la procédure budgétaire annuelle conformément aux dispositions du point 38 de l'accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière du 17 mai 2006 ;

Considers that the indicative financial reference amount indicated in the legislative proposal must be compatible with the ceiling of heading 1a of the financial framework for 2007-2013 and points out that the annual amount will be decided within the annual budgetary procedure in accordance with the provisions of point 38 of the Interinstitutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management of 17 May 2006 ;

80. considère que des dépenses élevées en recherche et développement au niveau national et européen sont nécessaires pour exploiter le potentiel d'efficacité énergétique, et critique à cet égard la décision des chefs d'État et de gouvernement concernant le cadre financier 2007-2013 et la réduction qui y est prévue concernant le budget du septième programme-cadre; juge essentiel que l'Union européenne montre l'exemple en considérant comme prioritaires la recherche en matière d'efficacité énergétique dans le septième programme-cadre — compte tenu du potentiel considérable existant du point de vue des gains d'efficacité énergétique, des réductions des émissions et d'un marché mondial d'équipements et de systèmes nouveaux et efficaces — et en s'abstenant de toute réduction du septième programme-cadre en ce qui concerne l'efficacité énergétique, et invite les États membres, l'industrie et le septième programme-cadre à réaliser des actions de démonstration probantes dans tous ces domaines; estime que le PCI doit jouer un rôle important dans la promotion et la diffusion des nouvelles technologies sur le marché;
80. Considers that high levels of spending on research and development at national and EU level are necessary to enable the potential for energy efficiency to be exploited and criticises, in that respect, the decision of the Heads of State and Government as regards the financial framework for 2007-2013 and the reduction it implies for the budget of the seventh Framework Programme; considers it is essential that the EU lead by example by treating research expenditure within the seventh Framework Programme in the field of energy efficiency as a priority, taking into account the considerable potential for energy efficiency gains, reductions in emissions and a global market for new and efficient equipment and systems, and refraining from cutting the seventh Framework Programme budget in the energy efficiency sector, and calls for Member States, industry and the seventh Framework Programme to achieve successful demonstrations in all these areas; considers that the CIP must play an important role in the promotion and marketing of new technologies;
