This is given a further dimension by the procedure envisaged for the candidate countries to move toward an "extended decentralised implementation system" (EDIS) for ISPA, under which the Commission can waive the current requirement for ex-ante approval of the tendering and contracting of projects which is exercised by the EC Delegations in the beneficiary countries.

6. Where financial instruments provide support to final recipients in respect of infrastructure investments with the objective of supporting urban development or urban regeneration or similar infrastructure investments with the objectives of diversifying non-agricultural activities in rural areas, such support may include the amount necessary for the reorganisation of a debt portfolio regarding infrastructure forming part of the new investment, up to a maximum of 20 % of the total amount of programme support from the financial instrument to the investment.

3. Conformément aux objectifs spécifiques énoncés à l'article 2, paragraphe 1, les priorités thématiques pour l'aide à apporter en fonction des besoins et capacités des pays bénéficiaires mentionnés à l'annexe I sont exposées à l'annexe II. Chacune de ces priorités thématiques peut contribuer à la réalisation de plus d'un objectif spécifique.

In accordance with the specific objectives set out in Article 2(1), the thematic priorities for providing assistance according to the needs and capacities of the beneficiaries listed in Annex I are set out in Annex II. Each of these thematic priorities may contribute to the attainment of more than one specific objective.

Le bénéfice des régimes préférentiels prévus par le présent règlement peut être retiré temporairement, en ce qui concerne tout ou partie des produits originaires d'un pays bénéficiaire, en cas de fraude, d'irrégularités ou de manquement systématique aux règles d'origine ou à la garantie de leur respect, et aux procédures y relatives, de manquement à l'apport de la preuve de l'origine ou d'absence de la coopération administrative requise pour la mise en œuvre et le contrôle du respect des régimes visés à l'article 1er, paragraphe 2.

The preferential arrangements provided for in this Regulation may be temporarily withdrawn, in respect of all or of certain products, originating in a beneficiary country, in cases of fraud, irregularities or systematic failure to comply or to ensure compliance with the rules of origin of products and the procedures related thereto, and to provide the administrative cooperation as required for the implementation and the control of the respect of the arrangements referred to in Article 1(2).
