Bearing in mind that the Council conclusions of 10 June 2011 on the Energy Efficiency Plan 2011 stressed that buildings represent 40 % of the Union’s final energy consumption, and in order to capture the growth and employment opportunities in the skilled trades and construction sectors, as well as in the production of construction products and in professional activities such as architecture, consultancy and engineering, Member States should establish a long-term strategy beyond 2020 for mobilising investment in the renovation of residential and commercial buildings with a view to improving the energy performance of the building stock.

Pour diminuer sensiblement les pertes de chaleur en provenance des bâtiments, le plan d’action prévoit l’extension du champ d’application de la directive sur la performance énergétique des bâtiments aux petits bâtiments, ainsi que le développement de normes minimales de performance applicables aux bâtiments neufs ou rénovés, et la promotion des habitations dites «passives».
To substantially reduce heat loss in buildings, the Action Plan plans to extend the scope of the Energy Performance of Buildings Directive to cover small buildings, to develop minimum performance standards applicable to new and renovated buildings and to promote so-called "passive" houses.

Notes that at times, and for a variety of reasons, the Institutions were constrained to purchase or rent property at a price which prima facie seemed to be higher than the market price; wishes to investigate further in an interinstitutional context how of improving conditions concerning public procurement for the purchase or rental of buildings, as well as works on buildings, by the European institutions, notably with the aim to reduce the purchase and rental price of property as well as reducing refurbishment costs, and of securing the necessary flexibility to avoid cartel or monopolistic situations;

This is a directive which will, as a result of the four following instruments: the methodology for calculating the integrated energy performance of buildings, the application of minimum energy performance requirements to new buildings and to buildings undergoing renovations and the establishment of a system of energy performance certification, I believe, increase consumer information and encourage owners to invest in improving energy performance, which is in both their interest and that of their tenants.
