Instructs its President to forward this resolution to the Vice-President of the Commission/High Representative of the Union for Foreign affairs and Security Policy, the governments and parliaments of the Member States, the Government and National Assembly of Vietnam, the governments and parliaments of the ASEAN member states, the United Nations High Commissioner for Human Rights and the Secretary-General of the United Nations.

22. Reiterates its position that the review should preserve the independence of the Office of the High Commissioner for Human Rights (OHCHR) and opposes any attempts to upgrade the OHCHR to the same status as the other UN agencies as this could impact negatively on the funding and consequently on the independence; welcomes the recent appointment of a UN Secretary General Assistant on Human Rights who will lead the OHCHR office in New York ; this new office will help strengthen contact, dialogue and transparency between the UN General Assembly and the UNHCR; underlines the need to ensure sufficient funding to keep regional OHCHR offices open, so that they may be able to continue their work on the ground;

24. recommande à l'Union européenne de conclure des accords de coopération avec les institutions et organisations internationales en charge de la protection des droits fondamentaux, et en particulier avec le Bureau du Haut Commissaire aux droits de l'homme des Nations unies et les autres organes de cette organisation, qui jouent un rôle dans ce domaine, ainsi qu'avec le Bureau pour les institutions démocratiques et les droits de l'homme et le Haut Commissaire pour les minorités nationales de l'Organisation pour la sécurité et la coopération en Europe;
24. Urges the Union to conclude cooperation agreements with the international institutions and organisations responsible for the protection of fundamental rights, and in particular with the Office of the United Nations High Commissioner for Human Rights and the other UN bodies which play a role in that area and with the Office for Democratic Institutions and Human Rights and the High Commissioner on National Minorities of the Organization for Security and Cooperation in Europe;

25. recommande à l'Union européenne de conclure des accords de coopération avec les institutions et organisations internationales en charge de la protection des droits fondamentaux, et en particulier avec le Bureau du Haut Commissaire aux droits de l'Homme des Nations Unies et les autres organes de cette organisation, qui jouent un rôle dans ce domaine, ainsi qu'avec le Bureau pour les institutions démocratiques et les droits de l'Homme et le Haut Commissaire pour les minorités nationales de l'Organisation pour la sécurité et la coopération en Europe;
25. Urges the European Union to conclude cooperation agreements with the international institutions and organisations responsible for the protection of fundamental rights, and in particular with the Office of the United Nations High Commissioner for Human Rights and the other UN bodies which play a role in that area and with the Office for Democratic Institutions and Human Rights and the High Commissioner on National Minorities of the Organization for Security and Cooperation in Europe;

B. constatant que le programme de coopération entre le bureau du Haut Commissaire aux droits de l’homme des Nations unies et la RPC, dont la mise en œuvre aurait dû commencer à la suite de la première visite effectuée par Mme Mary Robinson en septembre 1998, ne s’est encore traduit en rien de concret, et que les autorités de la RPC insistent, dans le mémorandum d’entente encore en phase d’élaboration, pour qu’une telle coopération n’implique pas l’ouverture en Chine d’un bureau du Haut Commissariat aux droits de l’homme,
B. whereas the programme for cooperation between the Office of the United Nations High Commissioner for Human Rights and the PRC, which should have begun to be implemented after Mrs Mary Robinson made her first visit in September 1998, has as yet produced no practical results; and whereas, in the memorandum of understanding still being drafted, the PRC authorities are seeking to ensure that the above cooperation will not require China to set up a unit of the High Commissioner's Office on its territory,
