8. condamne une nouvelle fois l'application de la peine de mort aux États-Unis, et notamment les condamnations qui résultent de procès inéquitables à caractère raciste, ainsi que l'exécution de personnes présentant un handicap intellectuel; salue le fait que le Nebraska ait décidé en 2015 d'abolir la peine de mort et presse une nouvelle fois les États-Unis de mettre un terme à cette pratique; se dit particulièrement alarmé par la situation de Mumia Abu-Jamal et par le fait qu'il n'ait pas accès au régime de soins de santé; souligne qu'en 2011, le système judiciaire fédéral a reconnu que Mumia Abu-Jamal n'avait pas bénéficié d'un procès équitable et demande donc qu'il soit immédiatement libéré et qu'il ait accès aux soins médicaux conformément au droit international; demande également la libération de Hank Skinner et d'Emma Clancy; prie instamment l'Union européenne d'insister sur le respect des normes relatives aux droits de l'homme dans le cadre de son dialogue avec les États-Unis ainsi que de mettre fin à tout accord conclu avec ce pays au cas où il violerait le droit international;

Condemns once again the use of the death penalty in the USA, notably the sentences which are the result of unfair and racially motivated trials, and the execution of people with intellectual disabilities; welcomes the fact that Nebraska decided in 2015 to abolish the death penalty and urges the United States once again to end this practice; is particularly alarmed by the situation of Mumia Abu-Jamal and by the fact that he has no access to healthcare; highlights the fact that in 2011 the federal justice system recognised that Mumia Abu-Jamal had not had a fair trial, and calls therefore for his immediate release and access to medical care in accordance with international law; calls also for the release of Hank Skinner and Emma Clancy; urges the EU to insist on respect for human rights standards in its dialogue with the USA and to end any agreement with them in the event that they breach international law;

19. prie instamment le gouvernement ukrainien de poursuivre son ambitieuse série de grandes réformes structurelles et transparentes, ayant pour priorités le renforcement de l'état de droit, l'éradication de la corruption grâce à l'adoption et à l'application d'une législation appropriée, la mise en place d'un système de gouvernance équilibré et fonctionnel, fondé sur la séparation des pouvoirs et conforme aux normes européennes, la réforme en profondeur du système judiciaire et du droit électoral, ainsi que l'harmonisation de la législation de lutte contre les discriminations avec les normes de l'Union, eu égard en particulier à la prochaine réforme du code du travail; considère en outre qu'il est extrêmement important que l'Ukraine amorce un processus de décentralisation progressive, afin de transférer des compétences du pouvoir central vers les administrations régionales et municipales sans pour autant mettre en péril l'équilibre interne des pouvoirs et le bon fonctionnement de l'État; se félicite, à cet égard, que la Commission ait décidé de créer un groupe de soutien à l'Ukraine, qui sera chargé de la mise en œuvre du programme européen de réforme;

Urges the Ukrainian Government to follow through with an ambitious set of transparent and comprehensive structural reforms that prioritise strengthening the rule of law, eradicating corruption through the adoption and enforcement of necessary legislation, establishing a balanced and functioning system of governance based on the separation of powers and in line with European standards, introducing a substantial reform of the judicial system and the electoral law, and aligning anti-discrimination legislation with EU standards, with regard in particular to the upcoming reform of the labour code; considers, furthermore, that it is of the utmost importance to start a gradual process of decentralising central powers to regional and municipal administrations without undermining the internal balance of powers or the effective functioning of the state; welcomes, in this regard, the Commission’s decision to create a Support Group for Ukraine which will work on the implementation of the ‘European Agenda for Reform’;

With regards to the functioning of the European Railway Agency, it is regrettable to note very significant carryover of funds (85% for operating expenditure) and we should welcome the fact that the Agency has decided to implement the 24 internal control standards set by the Commission for 2008 as well as its decision to recruit a procurement officer to speed up this function and make it reliable, along with an internal auditor.
