A partir des informations fournies par le gouvernement allemand, la Commission a conclu que les garanties et prêts accordés par la THA à Buna avaient été utilisés abusivement et avaient permis à la société de continuer à produire et à vendre l'acétate de butyle à des conditions n'offrant aucune possibilité de profit, même pour ses concurrents les plus modernes et les plus compétitifs.
On the basis of information provided by the German Government, the Commission concluded that guarantees and loans provided by the THA to Buna had been misused, thus allowing this company to continue to produce and sell butac at conditions that would not be profitable even to its more modern and efficient competitors.
