Is convinced that it is key for achieving the energy savings target that public authorities at national, regional and local level lead the way; calls on public authorities to go well beyond the requirements set in the Energy Performance of Buildings Directive, in particular by renovating their existing stock as early as possible to a level comparable to nearly zero energy standard, where technically and economically feasible; acknowledges on the other hand that existing budgetary restrictions in particular at regional and local level often limit the capability of public entities to invest up front; calls on the Commission and the Member States to facilitate and promote the emergence of innovative solutions to address this problem including Energy Performance Contracting or market-based instruments, as well as inviting public authorities to consider cost-savings through multi-annual budget frameworks where this is not being done already;
