4. At the beginning of each financial year, the Steering Committee shall adopt the executive agency's operating budget, on the basis of the annual subsidy thus determined by the budgetary authority, at the same time as it adopts the annual work programme, adjusting the budget in accordance with the different contributions granted to the executive agency and any funds from other sources.

On en relèvera deux:le recours en matière d"exécution budgétaire aux comités de consultation, ce qui garantirait l"indépendance de la Commission tout en continuant de l"obliger à respecter les décisions législatives et budgétaires d"habilitation; le recours à un comité de type nouveau, dont les décisions seraient prises par accord entre l"autorité exécutive-législative, le Conseil, et l"autorité exécutive-budgétaire, la Commission, celle-ci disposant ainsi du pouvoir d"endosser ou de refuser la décision dont elle aurait à répondre devant le Parlement au titre de la décharge.
Two of these are discussed here. The first would be to use advisory committees for implementation of the budget, which would guarantee the independence of the Commission while still requiring it to comply with legislative and budgetary enabling decisions; the second is recourse to a new type of committee, whose decisions would be taken by agreement between the legislative executive authority, the Council, and the budgetary executive authority, the Commission, which would thus have the power to endorse or reject the decision for which it would be accountable to Parliament under the discharge procedure.
