TRADUCTIONS EN CONTEXTE

15. invite la Commission et les États membres à s'assurer que les fonds alloués, dans le cadre du budget 2016, à la réserve pour les crises dans le secteur agricole et restés inutilisés, soient conservés dans leur intégralité à la rubrique 2 pour l'exercice budgétaire suivant, afin d'être disponibles sous forme de paiements directs aux agriculteurs, conformément au règlement (UE) n° 1306/2013;
15. Calls on the Commission and the Member States to ensure that funds allocated to the reserve for crises in the agricultural sector in the 2016 budget, which are subsequently left unspent, remain in full under Heading 2 for the following budget year for direct payments to farmers, as provided for in Regulation (EU) No 1306/2013;

Il convient que les paiements de l'année concernée soient effectués sur l'exercice budgétaire suivant et de fixer définitivement le montant total du financement de l'Union par État membre ainsi qu'une compensation entre États membres afin de respecter le montant fixé.
Payments for that year should be charged to the following budget year and the total amount of Union financing per Member State should be definitively established, as should compensation between Member States in order to ensure that the established amount is complied with.

1. Une augmentation de 200 000 000 EUR est convenue sur les lignes budgétaires suivantes, afin de combler les besoins non encore couverts en 2013 dans le domaine de la recherche:
1. A reinforcement of EUR 200 million to meet outstanding needs for payment appropriations in 2013 in the field of research is agreed, on the following budget lines:

(d) une description détaillée et un chiffrage solidement étayé des mesures à inclure dans le budget de l'année suivante afin de combler l'écart entre les objectifs visés au point (c) et les projections établies sur la base de politiques inchangées visées au point (b); la description peut être moins détaillée pour les mesures dont l'incidence budgétaire est estimée inférieure à 0,1 % du PIB; il convient d'accorder une attention particulière aux plans de réforme majeure des politiques budgétaires qui pourraient avoir des répercussions sur les autres États membres dont la monnaie est l'euro;
(d) a detailed description and a well-documented quantification of the measures to be included in the budget for the year to come in order to bridge the gap between the targets referred to in point (c) and the projections at unchanged policies provided in accordance with point (b). The description may be less detailed for measures with a budgetary impact estimated to be lower than 0.1% of GDP. Particular attention shall be paid to major fiscal policy reform plans with potential spillover effects for other Member States whose currency is the euro.

In order to clearly separate the duties and responsibilities of the Commission's accounting officer from those of the accounting officers of institutions or bodies which are set up under the TFEU and the Euratom Treaty and which have legal personality and receive contributions charged to the budget, and other bodies whose accounts are required to be consolidated in accordance with the accounting rules adopted by the accounting officer, the report on budgetary and financial management of the financial year should be prepared by each institution or body and then sent to the European Parliament, the Council and the Court of Auditors by 31 March of the following financial year.

Afin que le prélèvement dû par les États membres pour la période 2005-2006 soit mis à disposition au début de l'exercice budgétaire suivant, il convient de prévoir que la disposition pertinente s'applique à partir du 1er septembre 2006.
In order to make the levy which is payable by Member States in respect of the 2005/2006 period, available at the start of the next budget year, it is appropriate to provide that the provision concerned applies from 1 September 2006.

2. déplore qu'il ne soit toujours pas possible de transférer d'éventuels excédents à l'exercice budgétaire suivant, afin de faire passer des crédits obligatoires non utilisés des chapitres B1‑1 à B1‑3 au chapitre B1‑4; souligne à cet égard que, ces dernières années, des économies importantes ont été réalisées dans les dépenses obligatoires, par rapport à l'avant-projet de budget, en raison des restrictions introduites par le Conseil et de l'évolution favorable du marché et des taux de change, sans que ces fonds aient pu être réaffectés;
2. Regrets that it is not yet possible to carry over any surpluses to the following financial year or to transfer unused compulsory appropriations from Chapters B1-1 - B1-3 to B1-4; points out in this context that in recent years significant savings have been achieved in compulsory expenditure compared with the preliminary draft budget as a result of cuts made by the Council and favourable market and exchange rate trends, without it being possible to allocate the savings elsewhere;

Afin de contribuer à la définition du volet financier de cette stratégie et sans préjudice des prérogatives de l'autorité budgétaire, la Commission devrait présenter ses intentions concernant les dotations financières qui seront proposées pour les trois années suivantes, sous la forme d'un cadre financier indicatif pluriannuel faisant partie intégrante de son train de mesures annuel concernant l'élargissement.
In order to assist with the financial part of this strategy, and without prejudice to the prerogatives of the Budgetary Authority, the Commission should present its intentions for the financial allocations to be proposed for the three forthcoming years by means of a multi-annual indicative financial framework, as an integral part of its annual enlargement package.
