Recalls the importance of integrated EU energy infrastructure to energy security and a common EU energy market; stresses that, although for the Trans-European Energy Network (TEN-Energy) programme provision has been made for a significant increase in the 2007-2013 budget compared to the initial envelope, the draft budget provides for a 12.5% decrease in funding for this programme and the planned sum of EUR 22 million is still very limited compared to the challenges arising and to the Trans-European Transport Network (TEN-Transport) programme; calls for more budget allocations for the developments of EU energy infrastructure networks and technology, such as smart grids and a European super-grid, in order to foster better integration of the EU energy market and the uptake of energy generated by renewable sources and contribute to the infrastructure required for electric vehicles;

Underlines the particularly growing investment needs of the European air transport market under the Single European Sky II package as well as the proposed "total aviation system approach"; therefore calls on the Commission to consider raising the share of the available funding for airports and ATM/ANS when revising the TEN-T budgetary framework;

7. exprime néanmoins sa déception quant à la lenteur des progrès d'un certain nombre de projets RTE bien que l'utilisation des crédits de paiement de la ligne budgétaire RTE Transport ait été élevée; la Cour des comptes a indiqué dans son rapport annuel pour l'année 2002 que certains des projets contrôlés cette année-là auraient été menés à bien, y compris sans l'aide financière de la Communauté; cependant, sans ces aides européennes, lesdits projets n'auraient pas pu être achevés dans les délais visés dans le programme RTE Transport; en outre, il s'agit de projets importants qui constituent à la fois des catalyseurs et un stimulant pour l'économie, et qui ne souffriraient donc pas d'être retardés; bien au contraire, il convient de les avancer autant que possible afin de remplir les objectifs de la stratégie de Lisbonne ainsi que ceux de l'Initiative européenne pour la croissance;

Expresses its disappointment, however, at the slow progress made by a number of TEN transport projects, despite the high rate of utilisation of payment appropriations for the budget line for the TEN-Transport programme. In its annual report for 2002, the Court of Auditors pointed out that some of the projects examined that year would have been carried out without the Community's financial assistance; nevertheless, without such European assistance, these projects would not have been completed within the deadlines set out in the TEN-Transport programme. Furthermore, these are important projects which act as a catalyst and driving force for the economy and they should therefore not be delayed, but accelerated as far as possible so as to meet the Lisbon objectives and the aims of the European Growth Initiative;
