Notes that the Commission was not able to provide Parliament with a clear, concise list in a machine readable format from the Commissions ABAC system such as an Excel table or a .CSV-file that includes the topics of all studies as well as the specific issue of any external advice/consultation carried out for the Commission by external providers with the names of these providers as well as the country where the respective provider has its seat while also indicating the date the authorising officers committed the budget appropriations for the studies or the external advice broken down by years starting in 2009 ending 2013; expects that list to be submitted to the Committee on Budgetary Control until 1 May 2014;

En application des points 16 et 17 de l’accord interinstitutionnel du 17 mai 2006 conclu entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière , la Commission a adopté, le 16 avril 2010, la communication relative à l’ajustement technique du cadre financier pour 2011 à l’évolution du RNB, ainsi qu’à l’ajustement des montants alloués, au titre des Fonds soutenant la politique de cohésion, aux États membres dont le PIB réel s’est écarté du PIB estimé pendant la période 2007-2009 , communication dans laquelle elle a indiqué qu’il était nécessaire de procéder à un ajustement positif de 237 045 801 EUR pour la République tchèque et de 137 711 534 EUR pour la Slovaquie, ajustement à échelonner en parts égales sur 2011, 2012 et 2013.
In accordance with points 16 and 17 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management on 16 April 2010 the Commission adopted the Communication on the technical adjustment of the financial framework for 2011 in line with movements in GNI, including the adjustment of amounts allocated from funds supporting cohesion to the Member States concerned by divergence between estimated and actual GDP for the period 2007-2009 , by which it informed that a positive adjustment is necessary for the Czech Republic of EUR 237 045 801 and for Slovakia of EUR 137 711 534, to be shared in equal amounts in 2011, 2012 and 2013.

Considers that the indicative financial reference amount indicated in the legislative proposal must be compatible with the ceiling of heading 1a of the financial framework for 2007-2013 and points out that the annual amount will be decided within the annual budgetary procedure in accordance with the provisions of point 38 of the Interinstitutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management of 17 May 2006 ;

Starting with the budget 2007, with a view to ensuring that the amounts for the financing of the common agricultural policy currently under subheading 1a (market measures and direct aids) respect the annual ceilings set out in the Decision of the Representatives of the Governments of the Member States, meeting within the Council on 18 November 2002, concerning the Conclusions of the European Council meeting in Brussels on 24 and 25 October 2002, an adjustment of the direct payments shall be fixed when the forecasts indicate that the amounts foreseen under subheading 1a taking into account a margin of EUR 300 million below the amounts foreseen and before application of modulation provided for in Article 10(2), will be exceeded in a given budget year. This is without prejudice to the financial perspectives for 2007-2013.
