Lawrence MacAulay: With regard to the Department of Fisheries and Oceans’ (DFO) budget for Small Craft Harbours (SCH): (a) what was the total budget for SCH for each of the years from 1988 to present and what were the regional budgets for SCH in each of the years from 1988 to present; (b) what is the current projected budget for SCH for 2012; (c) are any of the SCH budget funds allocated for the regions being held back in a reserve; (d) what, if any, harbours are currently identified as “national priorities”; (e) are there any harbours which are slated to become “national priorities” in the next five years; (f) how much money has been spent to date on the Pangnirtung, Nunavut wharf and from what budget; (g) how much remains to be spent on the Pangnirtung wharf in the future; (h) is the money being spent on Pangnirtung affecting the money available for regional budgets for SCH; (i) what is the total breakdown of all money spent on any and all “national priority” harbours to date; (j) what is the complete breakdown of money spent to date from the $71.6 million in storm damage funding for Small Craft Harbours announced in March 2011; and (k) if the full amount of $71.6 million in storm damage funding has not yet been spent, does the government intend to spend that money and when and where will it be spent?

In my opinion, the budget envelopes for the Department of Canadian Heritage, among others, should be allocated to regional offices in Western Canada, Central Canada and Atlantic Canada.

In the light of the new financial framework and EU 2020 Strategy, asks the Commission to make EU funding for regional projects more accessible for SMEs, through increased budgets allocated to specific SMEs programmes, support for improving absorption capacity and simplification of administrative procedures; underlines the role of SMEs as innovative players in the economy, and stresses the need to ‘wake up sleeping innovators’, i.e. to encourage SMEs to become involved in innovative projects and raise their awareness of their own potential;

Stresses, moreover, that the Europe 2020 strategy can only be credible if consistency is ensured between its objectives and the funding allocated to them at EU and national level; takes the view that the next MFF should reflect the ambitions of the Europe 2020 strategy and is determined to work with the Commission and the Member States to produce a credible funding framework ensuring, in particular, adequate funding for its flagship initiatives and headline targets; argues, in this respect, that tasks, resources, and responsibilities must be clearly defined and well orchestrated between the Union and its Member States, including local and regional authorities; calls on the Commission to clarify the budgetary dimension of the flagship initiatives as these priority action plans cut across all policies funded through the EU budget;

Appreciates that, in 2007-2013, in conformity with the second Community Strategic Guideline on cohesion, all Member States have devoted a significant amount of their total financial allocations to RD, innovation and development of a knowledge-based economy, resulting in 246 National or Regional Operational Programmes with around EUR 86 billion allocated to research and innovation, of which EUR 50 billion have already been allocated for core RD and innovation; notes that cohesion policy has become a major source of European support for this field, rivalling the budget of both FP7 (EUR 50.5 billion) and CIP (EUR 3.6 billion); points to the effectiveness and the possibility of determining quantified targets in terms of the amounts allocated to research and development spending;

Après une première vague de décisions prises en octobre (voir IP/09/1568 ), la deuxième vague couvre 36 programmes de développement rural supplémentaires (9 programmes nationaux et 27 programmes régionaux) proposés par 14 États membres et permet d'augmenter le budget alloué au développement rural de quelque 1,6 milliard €.
Following a first wave of decisions in October (see IP/09/1568 ), the second wave covers another 36 rural development programmes (9 national and 27 regional) by 14 Member States and raises the additional budget injected into rural development to some € 1.6 billion.
