Reaffirms that in the light of the difficult economic and budgetary conditions in the Member States, the Parliament should show its budgetary responsibility and self-restraint by staying under the current inflation rate ; following the interinstitutional line, enlargement-related needs are to be integrated either by a letter of amendment or an amending budget; the needs for the 18 new MEPs following the Lisbon Treaty will be also integrated by a letter of amendment or an amending budget;

A. considérant que le projet de budget rectificatif n° 4/2013 vise à modifier le tableau des effectifs de l'agence du GNSS européen en y ajoutant 20 postes en raison des nouvelles missions qui lui sont confiées, le tableau des effectifs de l'agence exécutive "Éducation, audiovisuel et culture" (EACEA) en y ajoutant 2 agents temporaires et 13 agents contractuels en raison de l'extension de son mandat, et le tableau des effectifs de la Cour de justice en y ajoutant les 7 postes nécessaires à la présence d'un avocat général supplémentaire,
A. whereas Draft amending budget No 4/2013 aims at modifying the establishment plans of the European GNSS Agency by adding 20 posts due to the new tasks entrusted to it, of the executive agency EACEA by adding 2 temporary agents and 13 contract agents due to the extension of its mandate and of the Court of Justice by adding 7 posts needed for the additional Advocate General of the Court,

considérant que le projet de budget rectificatif no 4/2012 prévoit la possibilité que les remboursements et reliquats provenant du soutien de l'Union en faveur des instruments de partage des risques financé par la politique de cohésion soient ajoutés l'année suivante, à la demande de l'État membre concerné, à sa dotation au titre de la politique de cohésion;
whereas Draft amending budget No 4/2012 provides for the possibility of adding reflows and amounts left-over from Union support to risk-sharing instruments financed from cohesion policy to the following year, at the request of the Member State concerned, to its cohesion policy financial allocation;

The supplementary and amending budget 1995 increases funds for research by 173 MECU, strengthens support for the Central and Eastern Europe and the New Independent States by 110 MECU and provides 10 MECU in addition to 50 MECU which have already been earmarked for cooperation with the Mediterranean countries.
