[16] S'agissant de la prévention de la fraude au budget communautaire, la Commission (OLAF) a indiqué dans une récente communication du 28 juin 2000 son intention de créer un instrument d'évaluation plus systématique de la qualité de la législation sera mis en place par l'Office européen de lutte antifraude (OLAF) qui sera « consulté au stade de la préparation et lors des différentes étapes du processus décisionnel des initiatives législatives qui ont, directement ou indirectement, des conséquences sur la protection des intérêts financiers communautaires afin d'assurer une meilleure étanchéité à la fraude et à la corruption » (COM 2000 (358), p.7).
