Horizon 2020 will take an integrated approach to the participation of SMEs, taking into account, inter alia, their knowledge and technology transfer needs, which should lead to a minimum of 20 % of the total combined budgets for all specific objectives of the priority 'Societal challenges' and the specific objective 'Leadership in enabling and industrial technologies' being devoted to SMEs.

Considers, in particular, that the increases in the standard abatement rates, meant to increase the number of unpaid posts within the institutions, reflect a conservative approach which will directly affect the possibility to improve occupancy rates of the establishment plans that are at the same time being approved by the budget authority; emphasises that such an approach is all the more detrimental in a context of reduction of establishment plans, which mechanically improves occupancy rates, and that the financing of these posts should not be considered as an adjustment variable for achieving a nominal freeze of administrative budget or any other predefined target amount;

Toutefois, conformément à l'approche retenue pour l'infrastructure spatiale et en fonction des décisions prises sur la taille et le champ des budgets futurs de l'UE, le programme communautaire devrait, le cas échéant, apporter un soutien au développement de l'infrastructure in situ, en encourageant notamment la collecte et l'échange de données coordonnés aux niveaux tant paneuropéen que mondial.
However, following the approach taken for space infrastructure and subject to decisions on the size and scope of future EU budgets, the Community Programme should contribute, where appropriate, to support the development of in-situ infrastructure, notably by encouraging both pan-European and globally co-ordinated data collection and exchange.

L'aide devrait être gérée conformément aux règles relatives à l'aide extérieure figurant dans le règlement (CE, Euratom) no 1605/2002 du Conseil du 25 juin 2002 portant règlement financier applicable au budget général des Communautés européennes (4), au moyen des structures qui ont prouvé leur valeur dans le processus de préadhésion, telles que la gestion décentralisée, le jumelage et TAIEX (Technical Assistance Information Exchange Instrument), mais elle devrait aussi permettre des approches novatrices telles que la mise en œuvre, par les États membres, par le biais d'une gestion partagée, des programmes transfrontaliers aux frontières extérieures de l'Union européenne.
Assistance should be managed in accordance with the rules for External Aid contained in Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (4), making use of the structures that have proved their worth in the pre-accession process, such as decentralised management, twinning and TAIEX (Technical Assistance Information Exchange Instrument), but should also allow for innovative approaches such as the implementation through Member States via shared management in case of cross-border programmes on the external borders of the European Union.
