Regardless of its form, Community financial assistance should be granted in accordance with the provisions of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (the Financial Regulation) and of Commission Regulation (EC, Euratom) No 2342/2002 of 23 December 2002 laying down detailed rules for the implementation of Council Regulation (EC, Euratom) No 1605/2002 on the Financial Regulation applicable to the general budget of the European Communities , except where the provisions of this Regulation explicitly depart from those rules.

3. After assessing the proposals, the Commission shall decide which organisations are to receive financing in the following year, by 31 December each year, save for a delay in the adoption of the Community budget.

Le traité d'Amsterdam remédie à cette situation en plaçant les dépenses opérationnelles entraînées par la PESC à la charge du budget communautaire, sauf lorsqu'elles concernent des opérations ayant des implications militaires, de défense ou lorsque le Conseil en décide autrement à l'unanimité.
The Treaty of Amsterdam has addressed the problem, providing for expenditure on CFSP operations to be financed from the Community budget. The only exceptions are operations with military or defence implications, or if the Council unanimously decides otherwise.
