- (PT) Même si, en termes de volume de paiements, elle constitue une amélioration par rapport à la proposition de la Commission, qui est de 0,99% du PNB communautaire, et à celle du Conseil, qui est de 0,98%, il n’est pas surprenant que la proposition du Parlement pour le budget communautaire de 2007, à 1,04%, soit un peu juste pour la toute première année de ce qui avait été convenu dans les perspectives financières, à savoir 1,06%, un pourcentage que nous jugeons approprié si nous voulons promouvoir une véritable cohésion économique et sociale, surtout compte tenu des besoins d’une UE élargie.

Pourquoi une information aussi tardive et, en un premier temps, trompeuse, alors que, dès octobre 1999, les autorités italiennes avaient demandé l'assistance de l'OLAF dans la mise à jour de cette fraude et que, dès ce moment, il était évident que l'on avait affaire à des fraudes au détriment du budget communautaire?
(3) Why was the information provided so late and why had it been misleading despite the fact that the Italian authorities had asked OLAF for assistance as early as October 1999 in solving this case of fraud and it had been clear at least since then that the fraud affected the Community budget?

On rappellera que, lors de sa session du 12 juillet 1999, le Conseil avait déjà accepté les principaux éléments de la proposition, notamment le taux de la garantie globalisée provenant du budget communautaire (65% du montant total de tous les crédits ouverts), un montant global de garantie basé sur les montants annuels de 2 630 millions d'euros, et la durée du mécanisme de garantie de 7 ans, assortie d'un réexamen soit lors de la première adhésion soit après quatre ans et demi, selon l'échéance la plus courte.
It is recalled that, at its session on 12 July 1999, the Council had already agreed on the main elements of the proposal, in particular the rate for the blanket guarantee from the Community budget (65% of the global amount of all credits opened), a global guaranteed amount based on annual amounts of 2 630 million euro, and the duration for the guarantee scheme of 7 years, with a review on the first accession or after 4.5 years, whichever the earlier.
