S'appuyant sur un concours financier du budget communautaire, égal à plus d'un demi-milliard d'euros par an pour la période 2000-2006, SAPARD a pour objectif d'aider dix pays candidats d'Europe centrale et orientale à apporter des améliorations structurelles à leur environnement agricole et rural.
Using financial support from the Community budget amounting to over half a billion euro per year in the period 2000 to 2006, SAPARD is to assist 10 applicant countries of central and eastern Europe make structural improvements to their agricultural and rural environment.

En 2005, après l’adhésion des 10 nouveaux États membres, la Bulgarie et la Roumanie ont continué de bénéficier des trois instruments de préadhésion. De surcroît, suite à la conclusion du Conseil européen de juin 2004, une stratégie de préadhésion a été élaborée pour la Croatie également. Les règlements correspondants ont été modifiés par la suite et des crédits ont été assignés au budget pour les programmes PHARE et ISPA dès 2005 et pour Sapard à compter de 2006.
In 2005, following the accession of the 10 new Member States, Bulgaria, Romania continued to benefit from the three pre-accession instruments and following the conclusion of the June European Council in 2004, a pre-accession strategy for Croatia was also prepared; the respective regulations were subsequently amended and credits were assigned in the budget for PHARE and ISPA already in 2005 and for SAPARD starting in 2006.

Un montant de 120 000 000 d'euros fut donc inscrit à la réserve du budget 2005, dans l'attente de l'adoption de la base juridique, et un montant de 139 000 000 d'euros fut inscrit au budget 2006 (également en réserve, mais à virer sur la ligne opérationnelle une fois adoptée la base juridique).
As a result, an amount of EUR 120 000 000 was put in reserve in the 2005 budget pending adoption of the legal basis and an amount of EUR 139 000 000 was allocated in the 2006 Budget (also in reserve but transferred to the operational line after adoption of the legal basis).

Where a temporary increase of interim payments or of payments of the final balance is envisaged in accordance with the derogation under Article 77(2) of Regulation (EC) No 1083/2006, it should also be considered in the context of the budgetary restraints facing all Member States, which should be reflected appropriately in the general budget of the European Union.

Mesdames et Messieurs, le budget 2006 est un budget médiocre, et ce non seulement parce qu’il est de petite envergure, mais également, comme je l’ai dit précédemment, parce qu’il a des implications pour l’avenir et qu’il détruira les élans et impulsions naturels de la Communauté européenne, dont chacun d’entre nous devrait se soucier en priorité.
Ladies and gentlemen, this is a poor budget. I say this not only because it is small. As I said before, it is a poor budget because it has implications for the future, and because it will destroy the natural inclination and impulse of the European Community, which should be the first concern of every one of us.
