Garriga Polledo (A6-0021/2004) sur le projet de budget général pour l’exercice 2005 (Section III), dans sa version modifiée, car je suis d’accord avec les points essentiels des évaluations et des propositions qu’il contient, plus particulièrement lorsqu’il est dit que «le budget 2005 reflétera les priorités et objectifs politiques suivants: stratégie de Lisbonne: le budget de l’UE doit devenir un instrument efficace pour encourager la croissance économique, le développement durable et la création d’emplois; JAI: l’Union européenne doit répondre aux nouvelles exigences de la coopération en matière d’immigration, d’asile et de migration, de terrorisme et de sécurité; politique d’information: il faut consentir un effort budgétaire plus important, compte tenu du faible taux de participation aux dernières élections européennes, des futurs élargissements de l’UE et du débat constitutionnel européen; politique de cohésion: le budget 2005 doit aussi continuer à contribuer à la cohésion ainsi qu’au renforcement du rôle extérieur de l’Union».
Queiró (PPE-DE), in writing (PT) I voted in favour of the report by Mr Garriga Polledo (A6-0021/2004) on the draft general budget for 2005 (Section III), with amendments, because I agree with the main thrust of the evaluations and proposals contained therein, particularly where it states that ‘Budget 2005 shall reflect the following political priorities and objectives: Lisbon Strategy: given the desire for the EU budget to become an effective means of fostering economic growth, sustainable development and job creation; JHA: need for a European response to new challenges in connection with cooperation in immigration, asylum and migration, and terrorism and security matters; information policy: need to increase budgetary outlay in response to the low turnout at the last European elections, the forthcoming enlargements of the EU and the debate on a constitution for Europe; Cohesion policy: Budget 2005 must also continue to contribute to the cohesion as well as to the strengthening of the external role of the Union’.

La commission des budgets a réalisé une véritable performance en canalisant, analysant et définissant des priorités parmi les nombreux amendements présentés par les députés sur le budget 2005. Je vous félicite pour le travail effectué en tant que rapporteur, Monsieur Garriga Polledo: vous avez rédigé ce rapport et ses amendements avec une assurance digne d’un spécialiste des affaires budgétaires.
It was another feat of strength on the part of the Budget Committee to package, process and prioritise the many amendments tabled by Members to the Budget for 2005, and I compliment the rapporteur, Mr Garriga Polledo, who has drafted this report and the many amendments to it with the sure-footedness of one who is very experienced in budgeting.
