Parallèlement à cette proposition de mobilisation du Fonds de solidarité, la Commission a présenté un projet de budget rectificatif (PBR nº 7/2014 du 17 octobre 2014) de manière à inscrire les crédits d'engagement correspondants au budget 2014, ainsi qu'il est prévu au point 26 de l'accord interinstitutionnel, et les crédits de paiement correspondants seront inscrits au budget 2015.
In parallel to the proposal to mobilise the Solidarity Fund the Commission has presented a draft amending budget (DAB No 7/2014 of 17/10/2014.) in order to enter in the 2014 budget the corresponding commitment as foreseen in point 26 of the IIA, and the corresponding payment appropriations are shifted into 2015 budget.

17. Notes that the Draft Budget foresees a reduction of the ECDC establishment plan by two and for the EFSA by four posts; recognises at the same time that the EEA receives two additional posts which need to be budgetary neutral achieved by a reduction of two national experts and two contract agents; is aware that 36 additional posts are foreseen for ECHA of which 16 posts will be financed from additional fees as well as 21 posts for EMA; is in this context concerned that the recruitment of staff needs to be postponed when the fee income is lower than estimated for 2013; can not accept any further cuts in any establishment plan as suggested by the Council without jeopardising the implementation of new assigned tasks agreed upon by the European Parliament and Council.

Recalls that over the last four years of the current MFF, it was only possible to agree the annual budgets either by using up the existing margins in the different headings of the MFF or through recourse to the revision provided for by paragraph 23 of the IIA of 17 May 2006 by using the margins available below the ceilings of Heading 2 in order to finance other EU priorities; points out that, from the 2011 budget year until the expiry of the current MFF (2013), the margins below the ceiling of Heading 2 will be extremely limited;

In addition, the Supervisory Authority carries out budgetary responsibilities given to it by the Commission in line with the requirements of article 54 paragraph 2, point (b) of Regulation (CE, Euratom) n° 1605/2002 of the Council of 25 June 2002 on the financial regulation applicable to the Community budget [17].

17. Is concerned that the creation of executive agencies and other ad hoc bodies may lead to a growth in the number of EU officials and contractual agents, unless posts in the relevant Commission Directorate-General are reduced to offset the increase, and to a weakening of the oversight of the EU administration; requests the Commission to explain in the 2008 PDB how posts requested in new executive agencies and other ad hoc bodies will be offset by reductions in the responsible Directorate-General; further requests the Commission to address in the 2008 PDB the issue of appropriate oversight of executive agencies and other ad hoc bodies so as to ensure democratic accountability; urges an improvement of the Code of Conduct on the Setting-up of Executive Agencies, in particular as regards parliamentary scrutiny of financing and staffing of the agencies;

17. demande instamment à la Commission de prendre en considération la part importante, dans le budget de nombreux pays ACP, des revenus des tarifs douaniers, lesquels seront largement réduits par tout accord de réciprocité avec l'Union européenne; demande à la Commission de proposer et de financer des programmes globaux de réforme fiscale avant l'ouverture totale et réciproque du marché; demande que soient introduits des mécanismes de sauvegarde compatibles avec l'OMC, permettant des restrictions temporaires des importations lorsqu'une industrie locale est affectée, ou menacée de l'être, en raison d'une poussée des importations;
17. Urges the Commission to take into account the budgetary importance of tariff revenues in many ACP states, which will be vastly reduced by any agreement for reciprocity with the EU; calls on the Commission to propose and fund comprehensive fiscal reform programmes ahead of full reciprocal market opening; calls for the introduction of WTO-compatible safeguard mechanisms, allowing for temporary import restrictions if a domestic industry is damaged or threatened with damage caused by a surge in imports;
