In a statement annexed to Regulation (EU) No 438/2010 of the European Parliament and of the Council of 19 May 2010 amending Regulation (EC) No 998/2003 on the animal health requirements applicable to the non-commercial movement of pet animals , the Commission undertook to propose a revision of Regulation (EC) No 998/2003 in its entirety, in particular the aspects of delegated and implementing acts.

20. salue l'utilisation faite par la Commission de la flexibilité offerte par le pacte de stabilité et de croissance (PSC) révisé afin de prolonger les délais impartis pour la correction des déficits excessifs dans sept procédures; estime que cette prolongation aidera les pays qui en ont besoin à mettre en œuvre les réformes structurelles nécessaires; demande à la Commission et au Conseil de veiller à ce que le contenu et le calendrier de la trajectoire d'ajustement budgétaire soient adaptés aux spécificités de chaque pays et, en particulier pour les pays "déficitaires", prennent en compte la flexibilité susmentionnée, la pleine utilisation des fonds structurels et d'investissement européens, la conduite de réformes structurelles saines et durables ainsi que la détermination (notamment dans les recommandations par pays) des investissements essentiels pour donner une impulsion à la compétitivité; salue la déclaration de la Commission selon laquelle celle-ci s'efforcera, dès l'évaluation de l'exécution budgétaire de cette année et dans l'analyse des budgets nationaux pour 2014, et notamment dans le cadre du volet préventif du PSC et sous certaines conditions, d'intégrer des programmes d'investissement public non récurrents ayant une incidence avérée sur la viabilité des finances publiques, dans le respect plein et entier du cadre de surveillance budgétaire de l'Union; attend avec intérêt la communication de la Commission, à paraître prochainement, sur le cadre opérationnel concret devant être présenté au Parlement, conformément à la déclaration annexée au "2-pack";

Welcomes the use by the Commission of the flexibility offered by the revised SGP to extend the deadlines for the correction of excessive deficits in seven procedures; understands that this extension will make it easier for those countries to implement the structural reforms they need; calls on the Commission and the Council to ensure that the content and the calendar of the fiscal adjustment path are adapted to the specificity of each country and, particularly in ‘deficit’ countries, include the aforementioned flexibility and the full use of European structural and investment funds, sound and sustainable structural reforms and the identification of investments (notably in the CSR) essential to boost competitiveness; welcomes the Commission’s statement that already in this year’s budgetary execution assessment and in the analysis of the national budgets for 2014, the Commission will try to accommodate, in particular within the preventive arm of the SGP, under certain conditions, non-recurrent, public investment programmes with a proven impact on the sustainability of public finances, while fully respecting the EU fiscal surveillance framework; looks forward to the Commission’s communication, expected soon, on the concrete operational framework to be presented to Parliament, in accordance with the declaration annexed to the two-pack;

7. est dès lors résolu d'empêcher tout report supplémentaire de paiements de l'exercice 2013 au prochain CFP; rappelle la déclaration annexée au budget de l'Union pour 2013 qui invitait la Commission à présenter, à un stade précoce durant l'exercice 2013, un projet de budget rectificatif dans le seul but de couvrir tous les crédits de paiement non consommés en 2012; déclare solennellement qu'il ne commencera les négociations sur le CFP qu'après que la Commission aura présenté un budget rectificatif correspondant à sa volonté politique et qu'il se refusera à les conclure avant l'adoption définitive par le Conseil et par le Parlement européen de ce budget rectificatif; demande également au Conseil un engagement politique selon lequel toutes les obligations légales encourues en 2013 seront acquittées avant la fin de l'exercice;
7. Is therefore determined to prevent any further shifts of payments from 2013 to the next MFF; recalls the declaration annexed to the EU Budget 2013 calling for the Commission to present, at an early stage in the year 2013, a Draft Amending Budget devoted to the sole purpose of covering all unpaid payment claims for 2012; emphasises that it will not start negotiations on the MFF until the Commission comes forward with an Amending Budget corresponding to this political commitment, and will not conclude these negotiations before the final adoption by Council and Parliament of this Amending Budget; also demands a political engagement from the Council that all legal obligations due in 2013 will be paid out by the end of this year;
