Plus précisément, la BCE souscrit à l’objectif de renforcement de la gouvernance du SSE au moyen: a) du renforcement du rôle de coordination des instituts nationaux de statistique (INS), sous la responsabilité exclusive du SSE, des activités statistiques des autres autorités nationales en matière des statistiques européennes (3); b) du renforcement de l’indépendance professionnelle des responsables des INS et du responsable d’Eurostat (4); c) du renforcement de l’application du code de bonnes pratiques de la statistique européenne en imposant aux États membres l’obligation de prendre des mesures spécifiques basées sur l’«engagement en matière de confiance dans les statistiques», dont l’état d’avancement doit faire l’objet d’un suivi par la Commission (5); et d) de l’amélioration, pour les INS, de l’accès aux données administratives et de l’utilisation de celles-ci (6).
More specifically, the ECB supports the objective of strengthening the ESS’s governance by: (a) reinforcing the role of national statistical institutes (NSIs) in coordinating the statistical activities of other national authorities relating to European statistics under the exclusive responsibility of the ESS (3); (b) reinforcing the professional independence of the Heads of the NSIs and the Head of Eurostat (4); (c) reinforcing the implementation of the European Statistics Code of Practice by imposing on Member States the obligation to undertake specific policy measures on the basis of the ‘Commitment on Confidence in Statistics’, progress on which is to be monitored by the Commission (5); and (d) enhancing access to and use of administrative data by NSIs (6).
