Although it may not be the best agreement imaginable, Lomé IV probably constitutes the best agreement that we could have reached in the circumstances and it certainly represents significant progress in a number of fields by comparison with Lomé III. The second point that has been made is the wise reminder that the Lomé Convention cannot alone deal with all the difficulties. Firstly, certain areas, such as, for example, the debt burden or raw materials, extend well beyond the, necessarily limited, framework of ACP-EEC cooperation.
