(7 ter) Lors de l'élaboration du mandat de négociation pour la révision de l'accord international de 2006 sur les bois tropicaux, la Commission devrait proposer de revoir le texte actuel, de façon à placer au cœur de l'accord la protection et la gestion durable des forêts tropicales ainsi que la restauration des zones forestières dégradées et à souligner l'importance de la politique d'éducation et d'information dans les pays touchés par le problème de la déforestation afin d'accroître la sensibilisation du public aux incidences négatives de l'exploitation abusive des ressources en bois.
(7b) When drafting the negotiating mandate for the revision of the International Tropical Timber Agreement, 2006, the Commission should propose that the current text be revised, placing the protection and sustainable management of tropical forests and the restoration of forest areas that have been degraded at the heart of the agreement, stressing the importance of education and information policy in the countries affected by the problem of deforestation in order to enhance public awareness of the negative consequences of exploiting timber resources in an abusive manner.

C. Le champ d'action Les domaines sur lesquels l'application de la stratégie forestière de la Communauté devrait plus particulièrement porter afin d'aller à l'essentiel tout en répondant le mieux possible aux objectifs visés, sont les suivants : DANS LA COMMUNAUTE - L'infrastructure forestière, notamment en ce qui concerne les routes forestières et leur raccordement avec les réseaux publics de transport. - Structures forestières : le regroupement de terrains boisés ou à boiser permettra de créer des unités de gestion forestière à coûts deproduction réduits et donc plus efficaces. - Techniques sylvicoles et de transformation des produits forestiers. - Une harmonisation des dispositions nationales ou l'adoption de dispositions communautaires, ayant trait notamment à la qualité des matériels de reproduction et à la normalisation des produits forestiers aux divers stades de leur fabrication. - Une meilleure adéquation entre la forêt et les industries appelées à valoriser ses produits. - Le développement d'associations de propriétaires forestiers sylviculteurs et de groupements professionnels. - Développement de certaines filières de produits forestiers, souvent secondaires par rapport au bois : le liège, la résine, et dans les PTOM, les bois tropicaux. - Une information systématique au niveau communautaire sur les perspectives de la production et de la consommation des principaux produits forestiers, de même que sur l'économie, la rentabilité, les aides, la fiscalité.
C. Range The essential areas for action to achieve the aims are : IN THE COMMUNITY _ infrastructure : forest roads and their links with the public road network, - structures : the rationalization of parcels of woodland and of land to be planted will permit the creation of lower cost and hence more effective management units, - sylvicultural and processing techniques, - harmonization of national or adoption of Community provisions on reproductive material quality and on product standards at the various manufacturing stages, - better links between forest and processing plants, - development of owner-forester associations and occupational groups, - development of certain production sectors generally secondary to timber : cork, resin and in the OCT tropical timbers, - comprehensive Community level information on the outlook for production and consumption of the main forest products and on the economics and profitability of the sector, aids and taxation.
