A definitive anti-dumping duty is hereby imposed on imports of okoumé plywood, defined as plywood consisting solely of sheets of wood, each ply not exceeding 6 mm thickness, with at least one outer ply of okoumé not coated by a permanent film of other materials, currently falling within CN code ex 4412 31 10 (TARIC code 4412311010) and originating in the People’s Republic of China.

Conformément à la résolution législative du Parlement européen du 24 septembre 2008, votre rapporteur rappelle que, lors de l'élaboration du mandat de négociation pour la révision de l'accord international de 2006 sur les bois tropicaux, la Commission devra proposer de revoir le texte actuel, de façon à placer au cœur de l'accord la protection et la gestion durable des forêts tropicales ainsi que la restauration des zones forestières dégradées et à souligner l'importance de la politique d'éducation et d'information dans les pays touchés par le problème de la déforestation, afin d'accroître la sensibilisation du public aux incidences négatives de l'exploitation abusive des ressources en bois.
In line with the European Parliament legislative resolution of 24 September 2008, your Rapporteur recalls that when drafting the negotiating mandate for the revision of the International Tropical Timber Agreement, 2006, the Commission should propose that the current text be revised, placing the protection and sustainable management of tropical forests and the restoration of forest areas that have been degraded at the heart of the agreement, stressing the importance of education and information policy in the countries affected by the problem of deforestation in order to enhance public awareness of the negative consequences of exploiting timber resources in an abusive manner.

The product concerned is the same as in the original investigation and is defined as follows: plywood consisting solely of sheets of wood, each ply not exceeding 6 mm thickness, with at least one outer ply of okoumé not coated by a permanent film of other materials, originating in the PRC, currently falling within CN code ex 4412 31 10 (previously ex 4412 13 10).

4. Le premier des rapports visés au paragraphe 3 comporte une évaluation de la situation économique et commerciale actuelle, dans l’Union, des produits relevant du chapitre 49 de la nomenclature combinée, eu égard notamment à la compétitivité des secteurs en question, afin que soit envisagée leur éventuelle inscription sur la liste des bois et des produits dérivés figurant à l’annexe du présent règlement.
