Maurice Bernier (Mégantic-Compton-Stanstead, BQ): Monsieur le Président, avant de discourir sur la motion devant nous aujourd'hui, je voudrais d'abord vous signaler qu'à partir de maintenant les députés du Bloc québécois partageront leur temps en deux périodes de dix minutes et que mon collègue de Trois-Rivières interviendra immédiatement après moi (1315) Lorsque le dossier des fiducies familiales est revenu dans l'actualité d'une façon telle qu'il occupe l'ensemble des préoccupations des Canadiens et des Canadiennes, des Québécois et des Québécoises, et grâce au travail des députés du Bloc québécois, et j'y reviendrai, et lorsque l'opposition officielle a suggéré que l'on fasse porter cette journée d'opposition sur le dossier des fiducies familiales, j'ai insisté auprès de mon collègue de Saint-Hyacinthe-Bagot pour intervenir dans ce débat, non pas comme expert en fiscalité-loin de moi cette prétention et c'est pourquoi je laisserai à d'autres le soin d'expliquer en détail, comme l'a déjà d'ailleurs fait mon collègue de Saint-Hyacinthe-Bagot à plusieurs occasions, de même que d'autres collègues-mais je voudrais attirer l'attention de cette Chambre sur le contexte qui entoure toute cette affaire.

Jean-Guy Chrétien (Frontenac, BQ): Monsieur le Président, c'est un moment important dans ma vie personnelle, en tant que nationaliste québécois, en tant que député du Bloc québécois dans cette 35e législature, d'intervenir sur cette motion présentée en Chambre sur la reconnaissance du peuple québécois comme société distincte, mais seulement comme simple motion.
[Translation] Mr. Jean-Guy Chrétien (Frontenac, BQ): Mr. Speaker, today is important for me personally, as a Quebec nationalist and as a member of the Bloc Quebecois in this 35th Parliament, as I have an opportunity to participate in this debate on the recognition of Quebec as a distinct society, even if all that was tabled before this House was a motion.

Yvan Loubier (Saint-Hyacinthe-Bagot): Monsieur le Président, il me fait plaisir d'intervenir à nouveau en troisième lecture au regard du projet de loi S-2, projet de loi décrivant des conventions fiscales entre le Canada et cinq pays: la Hongrie, le Nigeria, le Zimbabwe, l'Argentine et les Pays-Bas (1345) Je me contenterai, au cours des prochaines minutes, de répéter les arguments qui ont motivé notre opposition à ce projet de loi S-2, l'opposition du Bloc québécois, puisque ce ne sont pas les pays comme tels qui font en sorte que nous nous opposions à une telle convention fiscale, c'est-à-dire que les députés du Bloc québécois, tout comme les Québécois en général, tout comme les Canadiens aussi, en général, pour lesquels nous parlons à l'occasion à titre d'opposition officielle, ne s'opposent pas à la Hongrie, ne s'opposent pas au Nigéria, ni au Zimbabwe, ni à l'Argentine, ni aux Pays-Bas.
[Translation] Mr. Yvan Loubier (Saint-Hyacinthe-Bagot): Mr. Speaker, I welcome this opportunity to speak again, this time on third reading of Bill S-2, a bill that deals with tax conventions between Canada and Hungary, Nigeria, Zimbabwe, Argentina and the Netherlands (1345) I would like to take the next few minutes to repeat the reasons for our objections to Bill S-2, that is to say, the objections of the Bloc Quebecois. We do not object to these tax conventions because we object to the countries as such. In other words, the members of the Bloc Quebecois, Quebecers in general and Canadians in general as well, on whose behalf we occasionally speak as the Official Opposition, do not object to Hungary or Nigeria or Zimbabwe or Argentina or the Netherlands.
