Apart from these two problems directly connected with the White Paper programme, three others should be mentioned which may influence progress towards completion of the internal market: - Monetary union The report from the Committee, set up at the Hanover European Council and chaired by Mr Delors, on the stages which could lead to the creation of a common currency, should be presented in April and discussed at the Madrid European Council in June.
