Horizon 2020 addresses this complexity and defines the challenges relating to this sector: "The challenge is to secure supplies of safe and high quality food and bio-based products and to ensure sustainable management of biological resources, contributing to both rural and coastal development and to competitiveness of the European biobased industries, while preserving terrestrial and marine eco-systems, reducing fossil-dependency, mitigating and adapting to climate change and promoting zero-waste and resource efficiency".

The aim is the promotion of low-carbon, resource-efficient, sustainable and competitive European bio-based industries.

Étant donné que l’objectif du présent règlement, à savoir le renforcement de la recherche et de l’innovation industrielles dans l’ensemble de l’Union par le biais de la mise en œuvre de l’ITC Bio-industries par l’EC Bio-industries, ne peut pas être atteint de manière suffisante par les États membres mais peut, pour éviter tout double emploi, conserver une masse critique et assurer une utilisation optimale des fonds publics, l’être mieux au niveau de l’Union, celle-ci peut prendre des mesures, conformément au principe de subsidiarité consacré à l’article 5 du traité sur l’Union européenne.
Since the objective of this Regulation, namely the strengthening of industrial research and innovation across the Union by means of the implementation of the BBI Joint Initiative by the BBI Joint Undertaking, cannot be sufficiently achieved by the Member States, but can rather, by reason of avoiding duplication, retaining critical mass and ensuring that public financing is used in an optimal way, be better achieved at the Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

Une procédure ad hoc est mise en place pour assurer la gestion appropriée de toute convention conclue ou décision adoptée par l’EC Bio-industries ainsi que de tout marché dont la durée excède la durée de vie de l’EC Bio-industries.
An ad hoc procedure shall be set up to ensure the appropriate management of any agreement concluded or decision adopted by the BBI Joint Undertaking as well as any procurement contract with a duration longer than the duration of the BBI Joint Undertaking.

1. Aux fins de la mise en œuvre de l’initiative technologique conjointe sur les bio-industries (ci-après dénommée «ITC Bio-industries»), une entreprise commune au sens de l’article 187 du traité sur le fonctionnement de l’Union européenne (ci-après dénommée «EC Bio-industries») est établie jusqu’au 31 décembre 2024.
1. For the implementation of the Joint Technology Initiative on Bio-based Industries (‘BBI Initiative’), a joint undertaking within the meaning of Article 187 TFEU (‘BBI Joint Undertaking’), shall be established until 31 December 2024.

Les activités visent à promouvoir la bioéconomie basée sur la connaissance en transformant les processus et les produits industriels conventionnels en bioproduits économes en ressources et en énergie, en développant des bioraffineries intégrées de deuxième génération ou d'une génération ultérieure, en optimisant l'utilisation de la biomasse issue de la production primaire, y compris des résidus, des biodéchets et des sous-produits des bio-industries, et en assurant l'ouverture de nouveaux marchés en soutenant les systèmes de normalisation et de certification, ainsi que les activités de réglementation, de démonstration/d'essai en plein champ et autres, tout en prenant en considération les implications de la bioéconomie sur l'utilisation des sols et les changements en la matière, ainsi que les avis et préoccupations de la société civile.
The activities shall focus on fostering the knowledge-based bioeconomy by transforming conventional industrial processes and products into bio-based resource and energy efficient ones, the development of integrated second and subsequent generation biorefineries, optimising the use of biomass from primary production including residues, biowaste and bio-based industry by-products, and opening new markets through supporting standardisation and certification systems as well as regulatory and demonstration/field trial activities, while taking into account the implications of the bioeconomy on land use and land use changes, as well as the views and concerns of civil society.
