The in-depth review should take into account, where appropriate, Council recommendations or invitations addressed to Member States under review adopted in accordance with Articles 121, 126 and 148 TFEU and under Articles 6, 7, 8 and 10 of this Regulation, and the policy intentions of the Member State under review, as reflected in its national reform programmes, as well as international best practices as regards indicators and methodologies.

(6) Lors des visites de suivi menées dans un État membre dont les statistiques font l'objet d'un examen approfondi, la Commission (Eurostat) devrait, en particulier, disposer d’un droit d’accès aux comptes des administrations publiques aux niveaux central, des États fédérés, local et de la sécurité sociale, y compris les informations comptables détaillées ayant servi à leur élaboration, les enquêtes et questionnaires statistiques pertinents, ainsi que d’autres informations connexes, notamment les transactions hors bilan, dans le respect de la législation relative à la protection des données et au secret statistique.
(6) In carrying out monitoring visits to a Member State whose statistical information is under scrutiny the Commission (Eurostat) should be entitled to have access to the accounts of government entities at central, state, local and social security levels, including the provision of underlying detailed accounting information, relevant statistical surveys and questionnaires and further related information, including off-balance sheet transactions, respecting the legislation on data protection as well as statistical confidentiality.

Les États membres désignés par le rapport font ensuite l'objet d'un bilan approfondi réalisé par la Commission afin d’évaluer dans quelle mesure les risques macroéconomiques s'accroissent ou se résorbent dans les États membres, et de déterminer si des déséquilibres, voire des déséquilibres excessifs, existent.
Member States identified by the AMR are then given an In-Depth Review (IDR) by the Commission to assess how macroeconomic risks in the Member States are accumulating or winding down, and to conclude whether imbalances, or excessive imbalances exist.
