Calls on the Commission to create a central internet portal which both provides information on existing EU support programmes in the external relations sphere which have a cultural component and on the planning and organisation of cultural events of pan-European significance by the EU's foreign representations and acts as a central information platform to facilitate networking between cultural professionals, institutions and civil society, and which at the same time contains links to other EU-sponsored events, such as Europeana;

Emphasises the importance of the new media and, above all, of the internet as free, easily accessible and user-friendly communications and information platforms which should be actively used, inside and outside the EU, in the context of intercultural dialogue; in addition, stresses the importance of the new media in providing access to cultural goods and content and in making Europe's cultural heritage and history better known, inside and outside the EU, as demonstrated by key projects such as Europeana;

8. recommande à la Commission qu'elle garantisse un accès gratuit à toutes les informations culturelles et éducatives contenue dans la bibliothèque Europeana aux élèves, aux étudiants et aux professeurs des lycées, universités et autres établissements d'enseignement, ainsi qu'aux personnes prouvant leur participation à un programme d'étude ou de recherche et, qu'en parallèle, elle encourage les projets de recherche et développement qui font appel aux ressources numériques d'Europeana au travers du développement et d'une distribution gratuite de logiciels de plans de cours intégrés, de cursus et de logiciels éducatifs pour l'enseignement formel et informel (tout au long de la vie); et estime que la subsidiarité ne constitue pas un obstacle aux programmes européens qui mettent un maximum d'informations scientifiques et techniques à la disposition du système éducatif dans son ensemble et des enseignants, étudiants et chercheurs;
8. Recommends to the Commission that it ensure free-of-charge access to all cultural and educational information contained in the ‘Europeana’ library for pupils, students and teachers in secondary schools, universities and other educational institutions, as well as all persons engaged in bona fide study or research, and that, at the same time, it promote research and development projects that make use of the ‘Europeana’ digital resources, through the development and free distribution of integrated lesson plans, curricula and educational software for both formal and informal (lifelong) education; is of the view that subsidiarity is no obstacle to European programmes which make the maximum amount of scientific and technical information available to the education system as a whole and to teachers, students and researchers;
