Firstly, it must produce clear plans for the deepening of the Danube between Straubing and Vilshofen, which is intended finally to make navigation of the Danube from the Black Sea to the North Sea economically viable, and, secondly, Germany and Denmark must come to an agreement on the building and financing of a fixed link over the Fehmarnbelt, a project that can be included in the financial planning only as and when evidence of a bilateral agreement has been produced.
