As President Juncker announced in his 2017 State of the Union address, the Commission adopted today a strategy for 'A credible enlargement perspective for and enhanced EU engagement with the Western Balkans', confirming the European future of the region as a geostrategic investment in a stable, strong and united Europe based on common values. It spells out the priorities and areas of joint reinforced cooperation, addressing the specific challenges the Western Balkans face, in particular the need for fundamental reforms and good neighbourly relations. A credible enlargement perspective requires sustained efforts and irreversible reforms. Progress along the European path is an objective and merit-based process which depends on the concrete results achieved by each individual country.

The Strategy presents the very essence of the challenges which the Western Balkans face on their European paths.

Le cas échéant, il faudrait vérifier si cet équilibre a été atteint grâce à un mécanisme de contrôle pour la période suivant la libéralisation des visas, tel que celui qui a été mis en place par la Commission en janvier 2011 et qui couvre cinq pays de la région des Balkans occidentaux auxquels une exemption de visa a été accordée en 2009 et en 2010 (Albanie, Bosnie-et-Herzégovine, ancienne République yougoslave de Macédoine, Monténégro et Serbie).

For international programmes or the international sections of Community programmes to which the countries of the western Balkans already have access, (Tempus, the Sixth Framework Programme for Research, Life-Third Countries [10] and Youth), the question is when they will be able to participate in the corresponding Community programme and how best to organise the transition from one to the other.

Il convient dès lors d'encourager la sélectivité des autorités des pays des Balkans occidentaux dans le choix des programmes auxquels ils souhaitent accéder et de permettre une mise en place progressive de cette participation, en rapport avec leurs capacités administratives et leurs capacités d'absorption.
The countries of the western Balkans should therefore be encouraged to be selective when deciding which programmes they want to take part in, and should be allowed to take a gradual approach to participation, in line with their administrative capacity and their ability to take advantage of what the programmes have to offer.
