Today, both civil aircraft manufacturing and the air transport industries operate in a European or global market place. However, much of Europe's regulatory system is still organised on the level of Member States and coordinated between governments.

Tout transporteur aérien transportant du fret ou du courrier en provenance d’un aéroport d’un pays tiers qui ne figure pas dans l’appendice 6-F, et destiné au transfert, au transit ou au déchargement dans tout aéroport entrant dans le champ d’application du règlement (CE) no 300/2008, doit être désigné comme “transporteur de fret ou de courrier aérien qui effectue des opérations à destination de l’Union au départ d’un aéroport d’un pays tiers” (ACC3):
Any air carrier carrying cargo or mail from an airport in a third country not listed in Attachment 6-F for transfer, transit or unloading at any airport falling within the scope of Regulation (EC) No 300/2008 shall be designated as an “Air Cargo or Mail Carrier operating into the Union from a Third Country Airport” (ACC3):

1. Sans préjudice des accords internationaux auxquels la Communauté ou les États membres sont parties, lorsqu’un vendeur de système opérant dans un pays tiers ne traite pas les transporteurs aériens communautaires de façon équivalente aux transporteurs participants dudit pays, pour toute question relevant du présent règlement, la Commission peut exiger de tous les vendeurs de système opérant dans la Communauté qu’ils traitent les transporteurs aériens du pays tiers concerné d’une manière équivalente au traitement reçu par les transporteurs aériens communautaires dans ledit pays.
1. Without prejudice to international agreements to which the Community or the Member States are parties, where the treatment of Community air carriers by a system vendor operating in a third country is not equivalent to the treatment of the third country participating carriers with regard to any matter contained in this Regulation, the Commission may require all system vendors operating in the Community to treat air carriers of that third country in a manner that is equivalent to the treatment of Community air carriers in that third country.

10) "gestion du trafic aérien": le regroupement des fonctions embarquées et au sol (services de la circulation aérienne, gestion de l'espace aérien et gestion des courants de trafic aérien) requises pour assurer le mouvement sûr et efficace des aéronefs durant toutes les phases d'opérations.
10". air traffic management" means the aggregation of the airborne and ground-based functions (air traffic services, airspace management and air traffic flow management) required to ensure the safe and efficient movement of aircraft during all phases of operations.
