Since times have changed enormously since the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities was adopted, in particular as a result of a series of enlargements, a financial perspective forming a framework for the development of the budget and changes to the institutional structure, that Financial Regulation has been substantially amended several times.
