Notes that, in its communication of 20 April 2010 entitled ‘Delivering an area of freedom, security and justice for Europe’s citizens – Action Plan Implementing the Stockholm Programme’ (COM(2010)0171), the Commission argued in favour of ’greater ambition in responding to the day-to-day concerns and aspirations of people in Europe’ and emphasised that the ‘Union must be able to react to unexpected events, swift in seizing opportunities and in anticipating and adapting to future trends’;

Au vu de ces considérations, en juin 2007, le Conseil a invité la Commission à «élaborer et à mettre en œuvre des mesures et instruments permettant de réduire les émissions de gaz à effet de serre des véhicules utilitaires lourds».[6] Dans sa communication d'avril 2010 intitulée «Une stratégie européenne pour des véhicules propres et économes en énergie»[7], la Commission a annoncé qu’elle proposerait une stratégie visant la consommation de carburant et les émissions de CO2 des véhicules utilitaires lourds.
In view of these considerations, in June 2007 the Council invited the Commission "to develop and implement policy instruments and measures to reduce greenhouse gas emissions from HDV vehicles"[6]. The Commission, in its April 2010 Communication on "A European strategy on clean and energy efficient vehicles"[7], announced that it would propose a strategy targeting fuel consumption and CO2 emissions from HDVs.
