18. est d'avis que la crise économique doit être l'occasion de concentrer la politique des transports sur des modes de transport innovants et écologiques ainsi que sur des systèmes interopérables de transport intelligents; soutient, dans ce sens, les initiatives Civitas et "pacte des maires" et demande à la Commission de veiller à ce que ces deux initiatives soient actualisées ultérieurement de façon à comprendre des mesures permettant d'améliorer la gouvernance du transport urbain et interurbain; souligne que la mise en œuvre des systèmes de transport intelligents (STI) contribuera de façon importante à améliorer l'efficacité énergétique et la sécurité dans le secteur des transports, et invite la Commission et les États membres à garantir un déploiement coordonné et efficace des STI dans l'ensemble de l'Union, et en particulier dans les zones urbaines;
18. Takes the view that the economic crisis must be used as an opportunity for focusing transport policy on innovative and ecological transport modes, as well as interoperable intelligent transport systems; in this context, supports the Civitas initiative and the Covenant of Mayors and calls on the Commission to ensure that both these initiatives will be updated in future to include measures for improving the governance of urban and inter-city transport; stresses that the application of intelligent transport systems (ITS) will make a significant contribution to improving energy efficiency, safety and security in the transport sector, and calls on the Commission and the Member States to ensure coordinated and effective deployment of ITS in the Union as a whole, and particularly in urban areas;

2. réaffirme l'importance du secteur du transport dans la politique industrielle européenne eu égard à son poids dans le produit intérieur brut aussi bien qu'au nombre d'emplois qu'il représente; considère que l'Union jouit en outre dans ce même secteur d'une avance technologique (industrie aéronautique, lignes ferroviaires à grande vitesse, systèmes de gestion des transports intelligents, systèmes de contrôle, de sécurité et d'interopérabilité avancés, ERTMS, SESAR, ingénierie des infrastructures sûres et pérennes, etc.), d'où la nécessité pour elle de se doter d'un cadre financier lui permettant de maintenir et de renforcer son avance dans ce secteur industriel; est d'avis que le prochain cadre financier doit être l'occasion de consolider l'avance prise par le secteur européen des transports en matière de technologies vertes, sûres et intelligentes, qui favorisent le développement économique et la cohésion économique et sociale;
2. Notes the importance of the transport sector in EU industrial policy, both in terms of its contribution to Gross Domestic Product and in terms of jobs; considers the European Union, moreover, to be the industrial leader in transport technology (aeronautics industry, high-speed rail travel, intelligent transport management systems, advanced control, safety and interoperability systems, ERTMS, SESAR, safe and sustainable infrastructure engineering, etc.), and that the EU should therefore adopt a financial framework enabling it to maintain and strengthen its leadership in that industrial sector; believes that the next financing period should give the EU transport sector the opportunity to consolidate its leadership in green, safe and intelligent technologies that contribute to further economic development and greater economic and social cohesion;

10. est d'avis que tous les projets d'infrastructures, que ce soit dans le domaine des transports ou celui de l'énergie, devraient être négociés entre tous les pays concernés de la région de la mer Noire, et qu'une coordination devrait être assurée, en particulier en ce qui concerne les projets RTE-T et les projets de développement portuaire; insiste sur la pertinence d'une amélioration des opérations de fret intermodal, par l'intégration du transport maritime à courte distance dans la logistique du transport, l'amélioration des opérations portuaires et des connexions plus efficaces avec l'arrière-pays; estime que l'Union européenne doit poursuivre sa collaboration avec ses partenaires régionaux pour renforcer la sécurité des infrastructures, en modernisant les infrastructures qui existent déjà et en en créant de nouvelles; demande une coordination efficace des opérations de recherche et de sauvetage dans le bassin de la mer Noire, ainsi que la mise en place d'une stratégie de surveillance pour la mer Noire;
10. Takes the view that all infrastructure projects, whether in the area of transport or energy, should be negotiated between all the Black Sea countries concerned, and that coordination should be ensured especially with regard to TEN-T projects and to projects relating to the development of harbours; stresses the importance of better intermodal freight operations, through the integration of short-sea shipping into transport logistics, improved port operations and more efficient hinterland connections; considers that the EU must continue cooperating with its regional partners on improving infrastructure safety, modernising existing infrastructure and creating new infrastructure; calls for effective coordination of search-and-rescue operations in the Black Sea Basin and for the establishment of a Black Sea surveillance strategy;

2. Après avoir reçu un avis de la Commission, l'autorité de régulation nationale adopte, dans un délai de deux mois, sa décision finale concernant la certification du gestionnaire de réseau de transport, en tenant le plus grand compte de cet avis de la Commission.
2. Within two months of receiving an opinion of the Commission, the national regulatory authority shall adopt its final decision regarding the certification of the transmission system operator, taking the utmost account of that opinion.

Votre rapporteur est d'avis que pour réduire les émissions de gaz à effet de serre, la consommation d'énergie et la pollution de l'air dus aux transports en Europe, il est indispensable de coordonner et de combiner différentes politiques (policy mix) qui englobent tous les modes de transport et prévoient des objectifs très ambitieux en ce qui concerne l'efficacité des carburants, des normes améliorées pour les véhicules automobiles et les combustibles, une réduction de la demande pour les transports routiers et aériens par une politique de tarification et, enfin, des changements logistiques et une modification du comportement des citoyens.
The rapporteur believes that to reduce the greenhouse gas emissions, energy consumption, and air pollution caused by European transport, it is essential to combine and coordinate individual policies so as to produce a policy mix encompassing all the modes of transport and providing for very ambitious targets for fuel efficiency, higher standards for cars and fuels, a reduction in the demand for road and air transport, to be brought about by a pricing policy, and, lastly, changes to logistics and in the way that citizens behave.

5. souscrit à l'avis selon lequel les possibilités d'économies les plus importantes concernent les secteurs des bâtiments et des transports; demande donc que des actions prioritaires soient menées dans ces secteurs, l'accent devant être mis sur les possibilités d'amélioration des transports urbains et des édifices publics; demande également la révision de la directive sur les bâtiments, dans le but d'élargir son champ d'application et d'y inclure des normes minimales d'efficacité au niveau de l'UE; invite par ailleurs les États membres à promouvoir le transport public, mais également le transport ferroviaire, le transport maritime et la navigation intérieure;

Takes the view that the greatest energy savings can be achieved in the construction and transport sectors, placing the emphasis on the possibilities for improvements in urban transport and public buildings; accordingly calls for priority actions in these areas; calls also for a review of the provisions of the buildings directive, so as to extend its scope to include EU minimum efficiency standards; calls, furthermore, on the Member States to promote public transport as well as rail, sea and inland waterway transport;
