Nonetheless, in certain specific cases, the non-participation of Denmark in measures under Title IV of the EC Treaty risks jeopardising the homogeneity, coherence and legal certainty of Community rules and/or upsetting the balance between the mutual obligations and responsibilities arising from the commitments made by all the Member States, including Denmark, prior to the communitarisation of the areas in question.
