En amendement, l'honorable sénateur Kirby propose, appuyé par l'honorable sénateur Carstairs, que la motion ne soit pas maintenant adoptée mais qu'elle soit modifiée en supprimant tout les mots suivant le mot « appuie » au premier paragraphe et en les remplaçant par ce qui suit :« la première recommandation de la Commission d'enquête sur l'approvisionnement en sang au Canada, qui demande aux provinces et aux territoires de répondre aux besoins des personnes qui ont subi des préjudices liés au système de distribution du sang; Que le Sénat reconnaisse que le gouvernement du Canada a fait preuve de leadership en élaborant des mesures fédérales-provinciales d'indemnisation des personnes qui ont été infectées par le virus de l'hépatite C par le biais du système de distribution du sang entre 1986 et 1990; Que, étant donné que le gouvernement fédéral et les provinces ont convenu de revoir cette première entente afin d'accroître le consensus vis-à-vis de notre réponse à cette tragédie nationale, le Sénat prie instamment le gouvernement du Canada et les gouvernements des provinces et des territoires de prendre des mesures concrètes pour répondre aux besoins des personnes qui subissent les conséquences désastreuses de l'hépatite C contractée par le biais du système de distribution du sang; et Qu'une copie de la présente motion soit envoyée à chaque ministre de la santé fédéral, provincial et territorial».
In amendment, the Honourable Senator Kirby moved, seconded by the Honourable Senator Carstairs, that the motion be not now adopted but that it be amended by removing all the words after the word " supports" in paragraph one and replacing them with the following:" recommendation 1 of the Commission of Inquiry on the Blood System in Canada which calls upon provinces and territories to respond to the needs of those who suffered due to the management of the blood supply system; That the Senate recognizes the leadership role played by the Government of Canada in formulating a Federal-Provincial compensation package for those infected with Hepatitis-C through the blood supply system between 1986 and 1990; That, in view of the fact that Federal and Provincial Governments have agreed to revisit the original agreement to seek a greater consensus concerning our response to this national tragedy, the Senate urges the Government of Canada and the Government of the Provinces and Territories to take positive action to address the needs of those who suffer ill-effects from Hepatitis-C contracted through the blood system; and That a copy of this motion be forwarded to each federal, provincial and territorial Minster of Health" .
