Ce train de mesures immédiates comportait l'offre de négocier rapidement un accord simplifié et la proposition de négocier l'établissement de relations globales et durables entre l'UE et l'AS. D'autres éléments y figuraient, à savoir: - l'amélioration de l'accès au marché grâce à l'octroi du bénéfice du SPG à l'Afrique du Sud, compte tenu, entre autres, des caractéristiques spécifiques du pays et des intérêts d'autres pays de la région; - l'offre de fournir à l'Afrique du Sud une assistance technique destinée à faciliter l'ouverture du marché sud-africain et l'insertion progressive du pays dans l'économie mondiale; - la promotion et l'encadrement technique du processus de coopération économique régionale; - la promotion de l'investissement communautaire dans les petites et moyennes entreprises d'Afrique du Sud, grâce à des instruments tels que l'ECIP (European Community Investment Partners) ou le BC-Net (réseau européen de coopération et de rapprochement des entreprises) et à des accords bilatéraux de protection de l'investissement, à encourager entre les Etats membres de l'UE et l'Afrique du Sud; - certains volets préparatoires d'une coopération dans des domaines tels que l'industrie, le commerce, les télécommunications, les sciences et techniques, l'éducation et la formation; - la poursuite, à un niveau substantiel de dépenses, du programme spécial octroyé à l'Afrique du Sud; - l'instauration d'un dialogue politique entre l'UE et le nouveau gouvernement sud-africain. 3. This package of immediate measures included an offer to negotiate a simplified agreement quickly, and an offer to negotiate a comprehensive and long-term relationship for relations between the EU and SA. Other elements of the package were: - Improved market access, through granting the benefits of GSP to South Africa, taking into account - inter alia - the specific characteristics of South Africa and the interests of other countries in the region; - An offer to provide South Africa technical assistance in order to facilitate the opening-up of the South African market and the gradual integration of South Africa in the world economy; - Encouragement of and technical support to the process of regional economic co-operation; - Promotion of EU investments in small and medium-sized enterprises in SA, through the instruments of ECIP (European Community Investment Partners) and BC-Net (Business Co-operation Network), and through the encouragement of bilateral investment protection agreements between EU Member States and South Africa; - Preparation of co-operation in areas like industry, commerce, telecommunication, science and technology, education and training; - Continuation of the Special Programme for SA at a substantial level of expenditure; - Introduction of a political dialogue between the EU and the new government of SA. 3. After a second exploratory mission of the Commission in July 1994 the simplified co-operation agreement between the EU and South Africa was signed in October, and approved by the Council in December 1994.

AFRIQUE AUSTRALE - AFRIQUE DU SUD Le Conseil, rappelant ses conclusions du 19 avril 1994 sur ses relations futures entre l'Union européenne et l'Afrique du Sud, après avoir entendu un rapport de la Commission sur ses récents contacts avec le nouveau gouvernement sud-africain, - rappelle la détermination de l'Union européenne d'apporter son soutien au processus de transition en cours en Afrique du Sud et sa disponibilité à contribuer à la reconstruction et au développement économique de ce pays ; - confirme la disponibilité de l'Union à conclure rapidement un accord avec l'Afrique du Sud sur la base du paquet de mesures arrêté en avril dernier et invite la Commission à poursuivre ses contacts avec le nouveau gouvernement sud-africain à cet effet ; - marque son accord de principe sur la proposition de la Commission visant à l'octroi immédiat à l'Afrique du Sud du bénéfice de certains des avantages du régime communautaire de préférences généralisées, tel que prévu au règlement 3831/90 du Conseil et charge le COREPER de procéder à l'examen de cette proposition, avec pour objectif l'entrée en vigueur de cette mesure avant la fin du mois de juillet 1994 ; - charge également le COREPER, ainsi que le Comité politique en ce qui le concerne de poursuivre, à la lumière des premières orientations dégagées au sein du Conseil, les réflexions sur les relations globales et à plus long terme entre l'Union européenne et l'Afrique du Sud, en gardant à l'esprit la perspective également régionale de ces relations, et de lui faire rapport; - fait le point sur la Conférence qui réunira à Berlin, les 5/6 septembre 1994, les ministres des Affaires étrangères de l'Union et des pays de la SADC et qui constituera un pas important pour le renforcement des relations avec l'Afrique australe et pour la stabilisation de la région.
SOUTHERN AFRICA - SOUTH AFRICA The Council, referring to its conclusions of 19 April 1994 on future relations between the European Union and South Africa and having heard a report from the Commission on its recent talks with the new South African Government, - reiterated the European Union's determination to support the transition process underway in South Africa and its readiness to contribute to the reconstruction and economic development of that country; - confirmed the Union's willingness to conclude an agreement swiftly with South Africa on the basis of the package of measures adopted last April, and requested the Commission to press on with its contacts with the new South African Government to that end; - recorded its agreement in principle on the Commission proposal to grant South Africa forthwith some of the advantages available under the Community scheme of generalized preferences as provided for in Council Regulation No 3831/90, and instructed Coreper to examine this proposal with the aim of having it enter into force before the end of July 1994; - also instructed Coreper, as well as the Political Committee to the extent that it was concerned, to give further consideration, in the light of the initial guidelines established by the Council, to the overall longer-term relations between the European Union and South Africa, while also bearing in mind the regional aspect of these relations, and to report back to it; - took stock of arrangements for the Conference to be held in Berlin on 5 and 6 September 1994 of the Ministers for Foreign Affairs of the Union and the SADC countries, which will constitute an important step forward in the strengthening of relations with Southern Africa and in the stabilization of the region.

La Communauté et ses Etats membres, rappelant la déclaration adoptée par le Conseil, le 25 mai 1993, sur l'avenir de la coopération au développement avec l'Afrique du Sud ainsi que les conclusions du Conseil des 18 et 19 avril 1994, réaffirment leur détermination à poursuivre résolument leurs efforts de coopération au développement avec l'Afrique du Sud. 2. La politique communautaire de coopération au développement avec l'Afrique du Sud vise, tout en tenant compte des spécificités de l'économie et de la société sud-africaines, à contribuer au développement économique et social durable de ce pays et à consolider les bases d'une société démocratique en Afrique du Sud, par un soutien ciblé sur la satisfaction des besoins fondamentaux et l'amélioration du niveau de vie de la population, en particulier les couches les plus défavorisées, et en tenant compte des priorités du développement telles que définies par le nouveau gouvernement sud-africain, notamment dans son Programme national de Reconstruction et Développement. 3. Compte tenu des progrès considérables accomplis dans la transformation de l'Afrique du Sud en une société démocratique et multiraciale respectueuse des droits de l'homme, le moment est venu de normaliser la politique communautaire de coopération avec ce pays en l'adaptant dans son contenu et dans ses modalités d'exécution.
The Community and its Member States, recalling the statement adopted by the Council on 25 May 1993 on the future of development cooperation with South Africa and the Council's conclusions of 18 and 19 April 1994, reaffirm their determination to continue resolutely their efforts at development cooperation with South Africa. 2. The aim of the Community's policy on development cooperation with South Africa is, while taking account of the specific characteristics of the South African economy and South African society, to contribute to the lasting economic and social development of the country and to consolidate the foundations of a democratic society in South Africa, through support aimed at satisfying the population's basic needs and improving the standard of living, especially among the poorest sections of society, taking into account the development priorities defined by the new South African government, particularly in its National Programme for Reconstruction and Development. 3. In view of the considerable progress made in the transformation of South Africa into a democratic, multiracial society in which human rights are respected, the time has come to normalize Community cooperation policy with South Africa by adapting it and the way it operates.
