TRADUCTIONS EN CONTEXTE

La mission EUCAP Sahel Niger est en train d'être renforcée pour lui permettre d'aider les autorités nigériennes à mieux contrôler, prévenir et gérer les flux de migrants clandestins qui passent par le Niger, et en particulier Agadez, une plaque tournante essentielle pour les migrants en transit vers l'Europe en passant par la Libye.
EUCAP Sahel Niger is in the process of being reinforced to enable support to the Niger authorities for better control, prevent and manage irregular migration flows through Niger and in particular Agadez, a major transit hub en route to Europe via Libya.

4. se félicite de la décision du Conseil d'inviter la Commission à prendre des mesures d'assouplissement du régime des visas, parallèlement à la signature de l'accord de réadmission; prie instamment la Turquie de signer et de mettre en œuvre l'accord de réadmission sans plus attendre et de veiller à ce que, d'ici l'entrée en vigueur dudit accord, les accords bilatéraux existants soient pleinement appliqués; rappelle que la Turquie est l'un des principaux pays de transit pour les migrants clandestins à destination de l'Union européenne; reconnaît les mesures prises par la Turquie pour lutter contre la migration clandestine, et insiste sur la nécessité de renforcer la coopération avec l'Union européenne en matière de gestion des migrations, de lutte contre la traite des êtres humains et de contrôles aux frontières; souligne une fois encore qu'il est important de faciliter l'accès des hommes d'affaires, des chercheurs, des étudiants et des représentants de la société civile à l'Union européenne; appuie les efforts de la Commission et des États membres visant à mettre en œuvre le code des visas, à harmoniser et à simplifier les conditions d'obtention des visas et à mettre en place des centres de délivrance facilitée des visas en Turquie; rappelle aux États membres leurs obligations découlant de l'accord d'association, conformément à l'arrêt Soysal de la Cour de justice de l'Union européenne du 19 février 2009 ;
4. Welcomes the Council decision to invite the Commission to take steps towards visa liberalisation in parallel with the signing of the readmission agreement; urges Turkey to sign and implement the readmission agreement without further delay and to ensure that, until this agreement enters into force, existing bilateral agreements are fully implemented; recalls that Turkey is one of the key transit countries for irregular migration to the EU; acknowledges the steps undertaken by Turkey to prevent irregular migration, and underlines the important need for Turkey to intensify cooperation with the EU on migration management, the fight against human trafficking, and border controls; stresses, once again, the importance of facilitating access to the EU for business people, academics, students and representatives of civil society from Turkey; supports the efforts of the Commission and the Member States to implement the visa code, to harmonise and simplify visa requirements and to create visa facilitating centres in Turkey; reminds the Member States of their obligations under the association agreement, in line with the ruling of the European Court of Justice of 19 February 2009 in the Soysal case ;

5. souligne que la PEV devrait constituer la base d’une coopération efficace pour lutter contre l’immigration clandestine, dès lors que les pays partenaires sont des pays d’origine et de transit de migrants clandestins, pour assurer la gestion efficace des frontières, lutter contre la criminalité organisée et, de ce fait, protéger les droits de l'homme;
5. Stresses that the ENP should form the basis for effective cooperation in tackling illegal immigration, since the partner countries are both countries of origin and countries of transit for illegal immigrants, managing effectively the borders, fighting organised crime and, consequently, protecting human rights;

Concrètement, cette collaboration pourrait impliquer des initiatives telles que l’échange d’informations sur le mode opératoire des migrants et des passeurs, l’élaboration d’analyses communes des risques liés aux flux de migrants clandestins, la désignation de points de contact au sein de Frontex et des autorités des pays tiers en vue d’une coopération et d’un échange d’informations fonctionnels et continus en rapport avec le rapatriement des clandestins.
Concretely, this could involve initiatives such as the exchange of information on the modus operandi of irregular migrants and facilitators, the development of common risk analyses with regard to movements of irregular migrants, the appointment of contact points in FRONTEX and in the third countries’ authorities for the purpose of a continuous, operational exchange of information and cooperation with regard to returning irregular immigrants.
